Since 2016, the Norwegian Institute of Public Health has implemented the ‘Global Health Preparedness Programme’, which aims to strengthen global health preparedness through collaboration with partners in Ghana, Malawi, Moldova and Palestine. This review will inform decision making about continuation of the programme after the current end date of 2020. Norad supports the programme and will also be the contractor for the review.

The Evaluation Department in Norad will commission a 1 year evaluation assignment to assess how concentration of aid affects management of aid, and whether changes in management or agreement mix is likely to improve results. This is a theory-based evaluation and a theory of change will be developed and tested through data-collection. Data collection will mainly take place in Oslo, Norway. 2019-04-26Evaluation of Norway's Approach to Portfolio Management in New Development Assistance Programmes (Norad — Direktoratet for utviklingssamarbeid)
The Norwegian Ministry of Foreign Affairs has signaled that it wants to improve its approach to portfolio management. This evaluation will assess how the selected portfolios, tax for development and the programme to combat marine litter and microplastics, are operationalised to achieve the intended objectives, and suggest areas for improvement. The evaluation should be a tool for learning within each portfolio and may feed into the development of new aid-portfolios.
