Norad is planning to enter into a framework agreement for consultancy services relating to safety and emergency preparedness, and information security. We have continuous focus on security, both relating to information security as well as safety and emergency preparedness. The chosen supplier must be able to assist Norad with the necessary professional advice with regards to all security questions. A central task for the supplier will be to assist Norad in the continuing work operating security systems and work relating to emergency preparedness. There might be need for support establishing good systems and routines for internal and external communication in crisis situations. Advice will be based on the work that has already been conducted, and existing recommendations/reports. The state of security within relevant areas shall be evaluated regularly to further reduce security risks.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Legally established business.
A certificate of registration or register transcript (sole proprietorships) from the Central Coordinating Register of Legal Entities.
Tax certificate.
Norwegian tenderers must submit a tax certificate for value-added tax, taxes and social contributions (form RF-1316). The tax certificates must not be older than six (6) months calculated from expiry of the closing date for submission of tenders.
Sole proprietorships must submit confirmation from the tax collector / tax authorities that they are not registered in the VAT register.
Overseas tenderers must submit equivalent tax certificates from their own countries.
Økonomisk og finansiell stilling:
Economic and financial capacity.
The tenderer must have sufficient economic and financial capacity to execute the contract.
This shall be documented by the enterprise’s annual report for the previous year.
If the tenderer has valid reasons for not being able to provide this documentation, the tenderer can prove his economic and financial capacity by any other document that the contracting authority considers appropriate, in accordance with section 16-4 (2) of the Public Procurement Regulations.

Teknisk og faglig kapasitet:
Technical and professional capacity.
The tenderer must have sufficient technical and professional capacity to execute the contract:
— The most significant supply contracts performed by the enterprise over the last three (3) years, including their value, time, and recipient,
— 2 Reference projects that describe the work conducted for a client related to planning, implementation and support in operating
information security systems,
projects/systems to secure physical security,
— Reference project(s) that illustrate working with established security standards within information security and physical security, especially ISO-standard 27001 and 31000. This can be documented with the already requested reference projects.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
Declaration of non-disclosure.
Norad points out that tendered personnel must sign the enclosed declaration of non-disclosure, before commencing their assignment. This will be done when concluding the contract.
