Evaluation of the Norwegian aid Concentration Policy

The Evaluation Department in Norad will commission a 1 year evaluation assignment to assess how concentration of aid affects management of aid, and whether changes in management or agreement mix is likely to improve results. This is a theory-based evaluation and a theory of change will be developed and tested through data-collection. Data collection will mainly take place in Oslo, Norway. The theory of change can be utilized to assess the effect of the ‘concentration of aid’- policy and in a discussion of how this will affect the results of Norwegian aid. The assignment will be carried out in the period September 2019 to May 2020. Estimated scope for the assignment is 200 working days for the whole period.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Legally established business.
The tenderer shall submit a certificate of registration or register transcript (sole proprietorships) from the Central Coordinating Register of Legal Entities.
Tax certificates:
Norwegian tenderers must submit a tax certificate for value-added tax, taxes and social contributions (Norwegian suppliers: form RF-1316). The tax certificates must not be older than six (6) months calculated from expiry of the closing date for submission of tenders.

Sole proprietorships must submit confirmation that they are not registered in the VAT register.
Overseas tenderers must submit equivalent tax certificates from their own countries.

Economic and financial capacity:
The tenderer must have sufficient economic and financial capacity to execute the contract.
This shall be documented by the enterprise’s annual report for the previous year.
If the tenderer has valid reasons for not being able to provide this documentation, the tenderer can prove his economic and financial capacity by any other document that the Contracting Authority considers appropriate, in accordance with Section 16-4 (2) of the Public Procurement Regulations.

Norad and the winning tenderer shall enter into a Data Processing Agreement before the work can start.
The researchers’ duty of secrecy according to the Norwegian Public Administration Act
§ 13 e shall apply for all consultants.
