The Norwegian Ministry of Foreign Affairs has signaled that it wants to improve its approach to portfolio management. This evaluation will assess how the selected portfolios, tax for development and the programme to combat marine litter and microplastics, are operationalised to achieve the intended objectives, and suggest areas for improvement. The evaluation should be a tool for learning within each portfolio and may feed into the development of new aid-portfolios.
