Framework Agreement for Research and Review Assignments

ARBEIDS- OG VELFERDSETATEN (NAV)

Arbeids-og velferdsdirektoratet [the Norwegian Labour and Welfare Administration] needs to establish parallel Framework Agreements that can be used to obtain external R&D services in the form of various research, analysis and evaluation assignments. The assignment will i.a. be connected to the evaluation and analysis of NAV's services, work methods, means and performance.
Contracts shall be signed for 4 different assignment types (lots) that are:
1) evaluation and mapping,
2) knowledge and literacy summaries,
3) efficiency analysis and,
4) research and testing.
Tender offers can be submitted for one, multiple or all of the assignment types. Call-offs to the contract will be carried out by mini competition in the individual assignment types. Individual mini competition can consist of a combination of multiple of these assignment types.

Requirement:

Norwegian tenderers must have their tax and VAT payments in order.

The tenderer is required to be a legally established company.

Documentation requirement:

Norwegian tenderers shall enclose a tax and VAT certificate from the tax authorities, not older than 6 months from the tender deadline.

Norwegian tenderers are required to submit a Company Registration Certificate from the Brønnøysund Register Centre.

Foreign tenderers are required to submit a certificate of registration in the Register of Business Enterprises as prescribed in the legislation of the country in which the tenderer is established.

Documentation requirement:

The Contracting Authority will obtain credit ratings carried out by Experian; see www.Experian.no If the tenderer feels that the credit rating will not provide an accurate picture, please send supplementary information together with the qualification application.

Teknisk og faglig kapasitet:

Good implementation ability is required:

A description of the tenderer´s technical capacity and professional qualifications shall be delivered. With regard to the capacity, a description of the tenderer's relevant units shall be given. With regard to qualifications, a short overview of the tenderer's general relevant expertise shall be given. The personnel proposed for the assignment shall not be specified, and CVs shall not be submitted.

An overview of the tenderer’s average annual workforce and number of employees in the management during the last 3 years shall be given.

Experience from similar deliveries is required:

An overview shall be given of the tenderer's most important deliveries during the last 3 years, including a description of their value, dates and recipients. The template in attachment 2 Part I to the Tender documentation shall be used.

A good, well functioning quality assurance system is required.

The Contracting Authority requests that the tenderer describes the company's procedures regarding quality management with emphasis on quality assurance, resource management, management responsibility, manufacturing process and continuous analysis and improvement.
