The purpose of the tender is to procure a common (nationwide) communication solution for all the traffic management centres (VTS) in Norway.
The purpose of this procurement is:
The solution shall enhance the efficiency and simplify the tasks performed by the traffic operators when answering, processing, logging and routing calls and messages and it shall facilitate extensive cooperation between the Traffic Management Centres. The users of the system will be the traffic operators employed at the Traffic Management Centres who operate the management and information functions.
Pre Qualification Tender — Part A:
The Norwegian Public Roads Administration has 5 Traffic Management Centres in Norway divided into the following regions:
— VTS Øst (Oslo),
— VTS Vest (Bergen, with a local office in Lærdal),
— VTS Midt (Trondheim),
— VTS Nord (Mosjøen),
— VTS Sør (Porsgrunn).
The solution is to be installed at a total of 35 operator workplaces across the 5 different VTS's and will be manned by approximately 150 operators working in 3 shifts — 24/7/365.

HES self-declaration:
The Supplier shall fulfil the Norwegian statutory requirements with respect to health, environment and safety. The Supplier shall enclose a completed, signed HES self-declaration. The self-declaration must be signed by the general manager and an employee representative.

Enterprises:
The tenderer must be a legally established enterprise. A certificate of registration not be more than 1 year old. Foreign tenderers must submit a certificate (s) for legal registration in the country of establishment. The enterprise must be registered in an EU/EEA country and the resources that are offered must have their workplace within the EU/EEA.

Økonomisk og finansiell stilling:
Economic and Financial Capacity:
The Supplier must have adequate financial capacity to perform the Contract and the following will be emphasized in this regard:
— The Supplier must be creditworthy,
— The Supplier must have positive equity.
The annual report and financial statements for the past 3 fiscal years, which include the directors' report, income statement, balance sheet, notes and auditor's report. Credit assessment/rating, not more than 6 months old based on the last known accounting figures. The rating shall be carried out by a publicly approved credit rating institution.

The Contracting Authority reserves the right to obtain a credit rating for Suppliers through the company Experian, provided this is considered necessary in order to expand on or supplement the information that has already been submitted.

Competence:
The Supplier shall have competence and experience from comparable deliveries and have performed jobs of the same nature, complexity /degree of difficulty and scope/size as described in A.2.1.
A list of the most relevant and comparable deliveries and services performed during the last 3 years including information on the value, dates and name of the public or private customer. References shall be provided for a minimum of 3 deliveries. The Supplier is responsible to acknowledge with any referee that the Contracting Authority may contact them in this regard.

Capacity:
The Supplier must have the capacity to carry out the delivery.
Specification of the Supplier's total and average (last 3 years) workforce and roles of relevance to this application. The Supplier shall explain how sufficient capacity can be ensured and prove a staff plan for this assignment detailing the number of own employees, hired hands, etc. (shall not include the names of persons or their CVs).

The Supplier must have a well-functioning quality system adapted to this type of contract and delivery.
Certificate for the enterprise's quality/management system issued by independent bodies confirming that the Supplier satisfies certain quality assurance standards, such as ISO 9001:2002.
The Contracting Authority may also accept comparable documentation showing that the supplier has equivalent quality assurance measures. A general description of the contents of the system including an overview of the control plans and check lists that are relevant to this application must be provided as a minimum.

If applications are received from more than 8 Suppliers who fulfil the minimum qualification requirements the Contracting Authority will rank the suppliers based on the following criteria:
— Criterion B.2.2 ‘Competence’ 70 %. The Supplier deemed to have the most relevant references.
— Criterion B 2.2 ‘Capacity’ 30 %. The Supplier deemed to have the best capacity based on the personnel available with expert knowledge of the technology that is required to carry out the delivery and the subsequent maintenance and service level.
