County Road 773 Steinfjell tunnel was constructed in the 1970's and it currently has an annual traffic count of 200-250 vehicles.
The Steinfjell tunnel is in Namsskogan municipality and is approx. 2 100 m. The access to the tunnel is 15 km from the E6 at Brekkvasselv and 22 km from Røyrvik/Limingen. The upgrade of the tunnel mainly includes complete low voltage electro installations and lighting, geological stabilising measures and water and frost protection. In addition the tunnel shall be classified as T5.5, single road with passing places. 5 new passing places shall be blasted and 2 new technical rooms including passing places.

HSE self-declaration:
A HSE self-declaration shall be enclosed with the tenders, cf. foa § 17-15 (1).
Tax certificates:
Tax and VAT certificates, not older than 6 months shall be enclosed with the tender. Cf. the Public Procurement Regulations § 17-14.
Working partnerships:
If the tenderer is a working partnership, a declaration of joint and several liability to the builder and third parties must be enclosed with the tender.

Tenderers are required to have positive equity. If the tenderer is a working partnership, the requirement applies for each participant.
Documentation requirement:
Documentation of equity is to be submitted the tender. Cf. chapter E2, point 4.3.1, form E2-4.3.1.
Documentation of any significant changes to the tenderer's equity and solvency compared to the last accounts audit must accompany the tender.

Teknisk og faglig kapasitet:
Experience
Tenderers who are newly established companies who cannot submit references, must be particularly careful to demonstrate that they have the ability to carry out the contract. The tenderer shall report their company formation and employee expertise. Planned organisation for the assignment and CV s for key personnel in the project organisation are extremely important. This also applies for companies that merge or are acquired by another company during the tendering process.

Experience from equivalent works. Reference projects
The tenderer shall have experience from work of the same nature and degree of difficulty.
Documentation requirement:
Information on such shall be attached with the tender. Cf. chapter E2, point 4.1.1, form E2-4.1.1.
Builder's experiences. Reference projects
NPRA and other builders' experiences with the service provider will be evaluated.
The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner.
Conditions which will be evaluated are related to, amongst other things:
— documentation of executed quality;
— fulfilment of contracts;
— compliance with provisions and procedures for HSE;
— compliance with provisions for wages and working conditions;
— compliance with deadlines;
— follow up during the warranty/claims period.
Information about contracts the tenderer has had in the last few years, with names of references at the contracting authority, shall accompany the tender. Cf. chapter E2, point 4.1.2, form E2-4.1.2.
Any assessment forms from previously completed contracts can also be included in the basis for the evaluation.
Other qualification requirements
Use of sub-contractors–Requirement for Declaration of Commitment
Where the service provider is dependent on a sub provider in order to be qualified, the service provider must document for the contracting authority that the service provider will have authority over the necessary resources. This can be documented by the contractor presenting a mutual statement of liability, or equivalent. Documentation is to be enclosed with the tender, cf. chapter E2 - point 4.5.

Accident frequency (H1-value)
If the tenderer is a working partnership (supplier group), the requirements apply for each of the participants. The H1-value is defined as the number of work accidents with absence in relation to the hours worked multiplied by 106. The average of the H1-value for the last 3 years should be lower than 15, cf. chapter E2, point 4.2.1, form E2-4.2.1.

If the H1-value is higher than this, an account shall be given of the developing trend for the H1-value and possibly the F-value, which will express the severity of any high H1-value. Furthermore, a report on whether improvement measures are implemented, and if so, also documentation on the effectiveness of these, should accompany the tender.

In addition to the education requirement in C2 27.3, the following certification and training shall be documented for each worker in the contract:
The education of the individual electro installer shall be approved by DSB (The Directorate for Civil Protection and Emergency Planning) before mustering at the installation. Safety training, set by the DSB, in accordance with FSE: Regulations on Work and Operation of electrical installations.

The company shall always be correctly registered as regards the relevant disciplines in accordance with the ‘Regulations on electro companies and qualification requirements for work connected to electrical installations and electrical equipment — FOR-2013-06-19-739’ and correctly authorised in accordance with the ‘Regulations on authorisation for companies that carry out installation and maintenance of electronic communication networks — FOR-2011-12-07-1206 (the authorisation regulations).
