The work comprises the renovation of Ekeberg and Svartdals tunnel on the E6/E18 in Oslo, in the eastern part of the Opera tunnel. The Ekeberg and Svartdals tunnel is 2 connected 2-course tunnels with 2, partly 3, lanes in each course, as well as extensions by ramps. The Ekeberg tunnel is 1 580 m and stretches from Sørenga to Lodalen. The Svartdals tunnel's eastbound and westbound courses are approx. 1 460 and 1 700 m respectively, measured from the Ekeberg tunnel to Ryen.
The work shall be carried out in one course at a time, mainly during nightly closures. Due to the restricted closure time, emphasis is put on the work being carried out as quickly as possible.

Tax certificates: The tender shall contain VAT and tax certificates, not older than 6 months. Cf. the Public Procurement Regulations § 8-7, possibly § 17-14.

Working partnership: Declaration of joint liability: If the tenderer is a working partnership (supplier group), a declaration of joint liability to the general Contractor and third parties must be submitted with the tender. A report shall be given for the business form and the composition of the working partnership, including the participants' organisation numbers [Business Register Numbers].

Økonomisk og finansiell stilling:

Financial situation: The tenderers are required to have positive equity. If the tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants.

Documentation requirement: Documentation of equity is to be provided with the tender. Cf. Chapter E2, point 4.3.1, form E2 4.3.1.

Documentation of any significant changes to the tenderer's equity and solvency compared to the last accounts audit must accompany the tender.

Implementation ability: The tenderer's annual average turnover should be at least as large as the annual revenues the contract generates.

Documentation requirement: Documentation of turnover for the last three years should accompany the offer, Cf. Chapter E2, point 4.4.1, form E2 4.4.1.

Teknisk og faglig kapasitet:

Experience: Tenderers shall have experience from work of the same nature and degree of difficulty. Work of same nature and degree of difficulty means that the tenderer shall substantiate experience with tunnel maintenance works in urban environment with high traffic density and where the works must be executed during limited hours.

Documentation requirement: Information on such will be sent with the offer. Cf. chapter E2, point 4.1.1, form E2-4.1.1.

Where the tenderer is dependent on a sub contractor in order to be qualified, the tenderer must document for the contracting authority that the tenderer will have authority over the required resources. This can be documented by the tenderer presenting a mutual statement of liability, or equivalent.

Reference projects: NPRA and other builders' experiences with the contractor will be evaluated.

The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner.

Conditions which will be evaluated are related to, a.:

— documentation of completed quality

— fulfilment of contracts

— compliance with provisions and procedures for HSE

— compliance with provisions for wages and working conditions

— observance of deadlines

— follow up during the warranty/claims period

Documentation requirement: Information about contracts the provider has had in the last few years, with names of references at the Contracting Authority, shall accompany the tender. Cf. Chapter E2, point 4.1.2, form E2-4.212.

Any assessment forms from previously completed contracts can also be included in the basis for the evaluation.

Accident frequency rate (H1-verdi): If the tenderer is a working partnership (supplier group), the requirements apply for each of the participants.

The H1-value is defined as the number of work accidents with absence in relation to the hours worked multiplied by 10^6.

The average H1 alue for the last three years ought to be maximum 15, c.f. Chapter E2 point 4.2.2, form E2-4.2.2.

If the H1-value is higher than this, an account shall be given of the developing trend for the H1-value and possibly the F-value, which will express the severity of any high H1-value. Furthermore, a report on whether improvement measures are implemented, and if so also documentation on the effectiveness of these, should accompany the tender.
