The contracting authority — Sandnes municipality — would like tenders for the provision of services for clearing, scanning and digitalising the property archive, which consists of the municipality's archive for plans, surveying certificates, building applications, surveying and agriculture.
The chosen tenderer shall have total responsibility for the assignment. The tenderer shall also provide all the necessary equipment for the digitalisation. The clearing and digitalisation work shall be carried out in the tenderer's premises. Sandnes municipality's employees shall have continual access to the case archive during the clearing/scanning process, through a web based access system. An option shall also be offered for continued use of the access system.

Emphasis is put on the fact that this is an estimate based on measurements of the archive in shelf metres and with an average number of sides per metre. The estimate is therefore somewhat uncertain. The tenderer will be responsible for assessing the extent and he is encouraged to participate in the site inspection in order to calculate the extent himself.A joint site inspection will be held Monday 23 May and Thursday 26 May from 12:00 to 14:00.See the tender documentation and annexes for further information.

Beskrivelse av opsjoner:
Sandnes municipality will, after the scanning period, have an option to procure operation and maintenance services for the access system. It is a prerequisite for the contracting authority that any additional modules, extra functions, options etc. that are offered, are documented and priced so that the received tenders are complete.

The company shall be legally registered. Norwegian companies are to document this with a Company Registration Certificate from the Brønnøysund Register Centre. Foreign companies are to document this with a registration certificate in a professional register as determined by legislation in the country where the tenderer is established.

Tenderers must not have considerable tax, payroll tax and social security contribution arrears. Any arrears shall have an approved repayment plan. Norwegian tenderers shall present a joint tax, payroll tax and VAT certificate. Tenderers can order this certificate themselves through Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate shall be available by the tender deadline and it must not be older than 6 months. Foreign companies: Certificate issued by the competent authority in the provider's home state certifying that the supplier has fulfilled its obligations regarding fees in accordance with the laws of the State in which the supplier is established.

Økonomisk og finansiell stilling:
The tenderer shall have settled financial conditions and the financial capacity to fulfil the contract. The tenderer must achieve a minimum rating of creditworthy.
As documentation, the contracting authority will obtain a credit rating from Experian (the contracting authority subscribes to services from Experian).
The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation.

Alternatively the tender can, when submitting a tender, enclose a credit rating from a certified credit rating company that shows that the tenderer is credit worthy. The credit rating shall not be older than 6 months from the deadline for receipt of tenders.

If for valid reasons a tenderer is unable to submit the documentation as requested by the contracting authority, the tenderer may prove his economic and financial standing with any other document that the contracting authority is able to accept.
Teknisk og faglig kapasitet:
Tenderers shall have experience from at least two assignments of a comparable nature and degree of difficulty as the present contract. As documentation, tenderers shall enclose a list of the most important assignments of a comparable nature and degree of difficulty as the present contract in the last three years. The list shall, at a minimum, include the extent, value, length, year and contact person. Based on the list(s), the tenderer shall state names and e-mail addresses of contact persons at the two most relevant references. References will be contacted if necessary.

Tenderers must have sufficient capacity and competence to fulfil the present contract. Tenderers are to describe the manpower for this assignment (organisation plan) with the names and CVs for the key personnel involved in the assignment.
Well-functioning quality assurance system. Tenderers shall describe and document the quality assurance system that will be used in the assignment.
