The Ljø tunnel profile 2885-6540 is to be constructed with a T9.5 profile in tunnel class B and with 2 concrete portals, 2 technical buildings outside and 3 in the tunnel, as well as seven breakdown lay-byes and a turning lay-bye. 2 street lights outside each of the tunnel openings shall also be included.

If county road 60 is closed due to avalanche danger, all work outside the tunnel opening in Herdal shall be stopped.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tax and VAT certificates, not older than 6 months shall be enclosed with the tender. Cf. the Public Procurement Regulations § 8-7, possibly § 17-14.
Equivalently, all foreign tenderers with business addresses in other EEA countries shall enclose a VAT certificate and tax certificate. The Public Procurement Regulations § 8-7 / § 17-14 apply accordingly. If the tenderer's home country does not issue such certificates, they can be replaced by a delcaration from a legal or administration authority in the home country or the current country of residence.

A Norwegian translation shall be enclosed of all such certificates and/or declarations.
The tender shall contain a HSE self-declaration, cf. the Public Procurement Regulations §8-8(1), possibly § 17-15 (1).
The self-declaration shall be in Norwegian.
A form for the HSE self-declaration is included in the tender documentation that refers to the Public Procurement Regulations, Annex 2, and the declaration shall be enclosed with the tender in accordance with chapter E2 in the competition documentation.

If the tenderer is a working partnership (supplier group), a declaration of joint and several liability to the General Contractor and third-parties must be enclosed with the tender. Furthermore, a statement should be given for the business form and the composition of the working partnership including the participants' organisation numbers.

The H1-value is defined as the number of work accidents with absence in relation to the hours worked multiplied by 106.
The average H1-vaue for the last 3 years shall be stated, but there is no requirement regarding the average for the last 3 years. Cf. Chapter E2, point 4.2.1, form E2-4.2.1.
Økonomisk og finansiell stilling:
Tenderers are required to have positive equity. If the tenderer is a working partnership (supplier group), the requirements apply for each of the participants.
Documentation requirement: Documentation of equity is to be provided with the tender. Cf. chapter E2, point 4.3.1, form E2-4.3.1.
Documentation of any significant changes to the tenderer's equity and solvency compared to the last accounts audit must accompany the tender.
The tenderer's annual average turnover should be at least as large as the annual revenues the contract will generate.
Documentation of turnover for the last 3 years should be submitted the tender. Cf. chapter E2, point 4.4.1, form E2-4.4.1.
Teknisk og faglig kapasitet:
Tenderers who are newly established companies who cannot submit references, must be particularly careful to demonstrate that they have the ability to carry out the contract. The tenderer shall report their company formation and employee expertise. Planned organisation for the assignment and CV s for key personnel in the project organisation are extremely important. This also applies for companies that merge or are acquired by another company during the tendering process.

The tenderer shall have experience from work of the same nature and degree of difficulty.
Documentation requirement:
Information on such shall be attached with the tender. Cf. chapter E2, point 4.1.1, form E2-4.1.1.
NPRA and other builders' experiences with the contractor will be evaluated.
The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner.
Conditions which will be evaluated are related to, amongst other things:
— documentation of executed quality;
— fulfilment of contracts;
— compliance with provisions and procedures for HSE;
— compliance with provisions for wages and working conditions;
— compliance with deadlines;
— follow up during the warranty/claims period.
Expertise and experience must be documented. Cf. chapter E2, point 4.4.2, form E2-4.4.2.
It is a requirement that the organisation of the execution of the contract is sufficiently staffed and that the tenderer has the capacity and ability to deal with unforeseen circumstances during the contract.
A statement of how the tenderer will organise the execution of the contract shall be enclosed with the tender.
Information about contracts the tenderer has had in the last few years, with names of references at the contracting authority, shall accompany the tender. Cf. chapter E2, point 4.1.2, form E2-4.1.2.
Any assessment forms from previously completed contracts can also be included in the basis for the evaluation.
The following documentation requirements for training apply to this contract:
The education of each electrician shall be certified by DSB before work is carried out on site. In addition to the training requirement in C2 27.3, the following training must be documented for each employee in the contract: Safety training, set by DSB, in accordance with FSE; Regulations on work in and the operation of electrical installations.
