New Rv 7 (National road 7) between Sokna and Ørgenvika includes construction of a new line with a length of approx. 16, 6 km. The contract also includes a shortening of 20 km for the existing line for Rv 7. The line is partly following the existing line for the Bergen railway and is mainly through untouched wooded terrain. The road shall be constructed as road type S4 and shall contain i.a. the following tunnels:
— The Rallerud tunnel, Cross section T10, 5, Length approx. 2,8 km.
— The Ørgenvik tunnel, Cross section T10, 5, Length approx. 3,7 km.
— The Lundesgård tunnel (Environmental culvert), square cross section, Length approx. 160 m.
This contract involves Electro engineering installations, Control, Regulation and Monitoring system (CRM) as well as controllable traffic control installations for tunnels and accompanying open air zones.
The main works in this contract are:
— Delivering, installing cable racks, cabling and coupling lighting fixtures complete with lamps and fasteners, for installation to cable racks in tunnel.
— Installing impulse ventilators with accompanying cabling and control.
— Delivering, installing, cabling and coupling UPS system in the main and sub distribution systems, including boards/distributors and cabinets.
— Delivering, installing and coupling fibre cable system.
— Delivering, cabling, connecting and commissioning various traffic control system and mechanical variable signs in tunnel and open air zone.
— Delivering, installing and commissioning complete ITV system with incident detection including camera and network system.
— Delivering, installing and commissioning complete radio system for FM, DAB+ and national emergency network in tunnel, including lattice mast with antennas, feeder line, beam cables, radio central and amplifier/repeater.

If the tenderer is participating in a working partnership, the tender shall include statement of joint and several liability towards the Awarding Authority and third-party. Accident frequency rate (H1 value): The average of the H1 value for the previous 3 yours should be lower than 15. If the H1 value is higher than this, the tenderer shall account for the development tendency for the H1 value and possibly the F value, which implies the seriousness in a possibly high H1 value. The tenderer shall in the tender, give an account if improvement measures are implemented. If so, the documentation of the effect of these shall also be stated in the tender.

It is required that the tenderer's equity is positive. If the tenderer is participating in a working partnership, the requirement applies for each participant.

The tenderer shall have experience from works of corresponding nature and degree of difficulty. Information of this shall be given in the tender. The Awarding Authority's and other builders' experience with the tenderer will be appraised. Technical and professional competence and relevant experience of the key personnel proposed for the assignment are required.

The contractor awarded this contract shall be an approved electrical contractor in accordance with the Norwegian Directorate for Civil Protection's (DSB) register as person in charge with following “Professional scopes”:
— low voltage building installations.
— low voltage cable systems.
— low voltage industrial installations.
In addition, the contractor shall be registered in the Norwegian Post and Telecommunications Authority (NPT) register with electronic communication network authorisation. The tender shall include an account of how the tenderer will organise the implementation of the contract.
