181/2013 Rock plant contract, expansion of Bekkelaget treatment plant(UBRA)-Prequalification

The project UBRA includes expansion of the existing rock plant situated at Bekkelaget. The existing plant is located in Ekebergåsen, just east of E18/Mosseveien. Subsequent to expansion, the plant will be approx. twice as big as the existing plant, both physically and capacity-wise.
The Rock contract includes blasting, protection works and mass haulage to disposal site. Total area is approx. 465 000 m3 rock (compact volume).
The new plant shall be constructed north and south of the existing plant. The new plant includes the following main components:
— Transport tunnel to E18/Mosseveien. Length approx. 250 m. Access ramp.
— Access tunnel to new rock halls. Length approx. 800 m.
— 6 rock halls.
— Rock room for technical plants, i.a. for treatment of sludge, two sludge digestion tanks and reception of fat.
— Ventilation/escape tunnel. Length approx. 50 m.
Start of works is scheduled to June/July 2014. Preliminary conclusion time is summer/autumn 2016. This will be further described in the tender documents. The project was approved by the City Council 11.12.2013. Scheduled completion/operational facility is 1.1.2020

Økonomisk og finansiell stilling:
(1) The company's most recent annual report including new information of relevance to the company's accounting figures

The contractor shall have sufficient financial capacity to execute the assignment/comply with the contractual obligations. This includes requirements in relation to:
— Average turnover of minimum 500 000 000 NOK in the accounts for 2012 and 2013.
— Profit of minimum 3 % of the turnover in both accounts.
— Positive equity of minimum 10% in accounts for 2012.
— Bank guarantee, face value 10 % of contract value of up to 600 000 000 NOK.
— Worthy of credit with score 'AA - Good creditworthiness' or higher from the credit rating agency D&B (or equivalent public approved credit rating agency).
This means that the contractor is an established company with good or sufficient financial strength where negative information of significance for the company is not noted.
Approved accounts for 2012 and provisional accounts per October 2013 (if found necessary the Awarding Authority reserves the right to examine the accounts with the company's auditor).
Written confirmation from bank/financial institution which verifies that guarantee will be furnished.
The credit appraisal/rating, not older than 3 months, shall be based on the company's most recent known accounting figures. The appraisal shall be conducted by a publicly approved credit rating agency. Foreign companies shall present certificates from equivalent authorities as the Norwegian

Teknisk og faglig kapasitet:
(1) A list of the principal deliveries effected, or main services provided, by the company, in the past 5 years, with the values, dates and recipients (for works contracts)
(2) A statement of the quality assurance/quality control system operated by the company.

The contractor shall have good experience with equivalent assignments, including:
— Experience with implementation of 'rock contracts' with a volume higher than 150 000 m3 solid rock.
An overview of rock contracts executed the previous 5 years.
The overview shall contain information of the awarding authority, the scope of the project (m3), contract period, value, date and location.
Reference person for each project shall be stated and the Awarding Authority shall be authorised to contact the relevant reference.
The contractor shall have an efficient quality assurance system/control system adapted this contract's nature.
Statement of the contractor's quality assurance system as well as copy of ISO 9000 certification, if any, or equivalent
