The Norwegian Directorate of Education and Training would like to procure a new system for case processing and archiving.
Udir currently uses Elements from Sikri. The directorate has an historical base for the period 2004-2017, which is stored at the National Archives Service of Norway. The current production base is from 2018 onwards. This is to be periodised with the implementation of a new system. There are just under 400 users of the current system. The number of cases and journal entries a year are approx. 13,000 and approx. 55,000 respectively.

The Norwegian Directorate of Education and Training would like to procure a new system for case processing and archiving.

Udir currently uses Elements from Sikri. The directorate has an historical base for the period 2004-2017, which is stored at the National Archives Service of Norway. The current production base is from 2018 onwards. This is to be periodised with the implementation of a new system. There are just under 400 users of the current system. The number of cases and journal entries a year are approx. 13,000 and approx. 55,000 respectively.

In the current system approx. 50% of the document catch occurs automatically through integration with different trade systems and form systems. In addition Udir uses RPA technology as tool support for quality assurance in daily archiving.

Udir would like a new system for electronic document catches, and an archive that complies with the legal requirements for archives, documentation, and information security, which also promote efficiency and automatisation of work processes and case processing in the directorate. Such a system is a central part of Udir's responsibility as a public administration body and to ensure proper information management.

The Norwegian Directorate of Education and Training would like to procure a complete case processing system including an archive core that meets the need for long term storage of digital documents (archive) and interface for case processing, access control and integrations. The system must be cloud-based and delivered as Software-as-a Service. Udir would like a system with functionality that has a large degree of automation.

Beskrivelse av opsjoner:

Option 1

The Norwegian Directorate of Education and Training will have an option to extend the contract for 1+1 year.

The first decision on whether the option to extend for 1 year will be taken up will be made at the latest 2 years after the contract has been signed.

The decision on whether the option to extend for a further 1 year will be taken up will be made at the latest 3 years after the contract has been signed.

Option 2

The Norwegian Directorate of Education and Training will have an option to expand the contract to include the procurement of additional functions that have a natural connection to the case/archive system. The option will apply to the procurement of additional functions that are developed by the tenderer and are offered as an off-the-shelf product.
