The contracting authority reserves the right to award one contract to one supplier in instances where the supplier has submitted a tender for all lots and the total tender is the most favourable in relation to price and quality.

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation Requirements: Norwegian companies: Company Registration Certificate. Foreign companies: Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to comply with the agreement.

Documentation Requirement: Credit rating equivalent to A (credit worthy) or better, measured on the Bisnode Norge AS AAA rating system, or equivalent score from other reputable rating companies. The rating must be based on the last known accounting figures and it must be carried out by a credit information agency with permissions thereof. Newly started companies with a credit rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to submit a credit rating as documentation that the qualification requirement is satisfied. In such cases, this can be compensated by providing alternative documentation together with the tender.

Teknisk og faglig kapasitet:

Qualification requirement: The tenderer must have experience from comparable assignments.

Documentation Requirement: A description of up to 3 of the tenderer’s most relevant assignments during the last 3 years, Appendix 5 - Response Form for experience must be completed. The description must include a statement of the assignment´s value, date and recipient (name, telephone number and e-mail address). The tenderer is responsible for substantiating relevance through the description, including comparable technical integrations between systems.

Qualification requirement: The tenderer must have sufficient ability and capacity to comply with the contract obligations.

Documentation requirements: A description on how the tenderer has the sufficient capacity to fulfil the requirements of this contract, including: - An overview of the tenderer's organisation - An overview of the average annual workforce that the tenderer has at disposal to fulfil the objective of the contract - An overview of the tenderer's relevant total workforce / staffing for this type of project (CVs not required) - A list of any subcontractors that will be used to fulfil the contract and what these will be involved in.

Qualification requirement: The tenderer must have an established environmental management system.

This means that the tenderer must have established methods for working actively and systematically to reduce the negative environmental impact from activities related to the implementation of this contract. Documentation Requirement: A description of the tenderer's environmental management measures. If the tenderer has certification in accordance with ISO 14001, EMAS or Eco-Lighthouse, or other environmental management standards based on relevant European or international standards, these can be presented as documentation.

Qualification requirement: The tenderer must have a good and well-functioning quality assurance system.

Documentation Requirement: Report on the tenderer's quality assurance system and procedures documenting that the requirement is met. If this is certified in accordance with ISO 9001 or an equivalent third party verified system, it is sufficient to submit a valid certificate.
