Parallel framework agreements for research and review assignments

ARBEIDS- OG VELFERDSETATEN (NAV)

The aim of the procurement is to enter into new parallel framework agreements for research and review assignments. The services requested are divided into three assignment types, and individual sub-contests will be held for each assignment type. See the tender documentation for further information on the different sub-contracts.
Tenderers can submit tenders for one or several of the assignment types/sub-contracts.
Call-offs on the contract will be carried out by mini competitions in the individual assignment type.
The contracts will be binding for the Directorate of Labour and Welfare. In some cases other units in NAV can make call-offs on the contracts, with assistance from the R&D section.
The contracts will apply from when they are signed, and will have different durations due to evaluation considerations: Assignment type 1: 2 years. Assignment type 2: 1 year and 10 months. Assignment type 3: 1 year and 11 months. The contracts will have the same final date however. The contracting authority (the Customer) has an option to extend the contract for an additional 1+ 1 year.

Qualification requirement:: Tenderers are required to be a legally established company.

Teknisk og faglig kapasitet:
Qualification requirement: Relevant experience from similar deliveries is required.
Documentation requirement: Description of the tenderer's 3 most important and relevant reference projects. The reference projects must show that the tenderer has experience with relevant methods for the assignment type, and/or experience within relevant theme areas, (e.g., work, welfare, health, education and growth, how public welfare is organised, managed, and provided (particularly digital deliveries), and other research on public services) in the last 3 years (final date for the project). It is the tenderer's responsibility to document the relevance of the project for the assignment type and/or theme area.
