Sandnes kommune

The municipality has since 2015 had an independent Noark-5 approved archive core on a secure zone. However, the requirement thereof has increased and the market is changed. The municipality needs a system that is operated as a cloud system with the necessary security levels for managing sensitive personal information (including personal health information subject to the standard for management of health information). The system shall in the future be used as an archive core/access system for the municipality's access to a large portfolio of active and concluded trade systems.
The municipality also wants the provider of the system to have competence and experience in cooperating with the client to produce SIPs related to conclusion of trade systems and archive elements for storage in the municipality's archive depot; the intermunicipal archive in Rogaland.

The contract also includes an option for an extended scope due to the municipal merge with Forsand municipality.
Including and option for making the systems accessible in accordance with requirements in point 14 of the requirement specification.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement 1:
The tenderer must not have considerable tax and VAT arrears, unless an approved repayment schedule is presented.
Documentation requirement 1:
Norwegian tenderers:
Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign tenderers:
A certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled his obligations regarding taxes and fees in accordance with the laws of the country where the tenderer is established. The certificate must not be more than 6 months old.

Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.

Requirement:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Tenderers must, as a minimum, achieve the rating good credit worthiness.

The Contracting Authority will obtain the credit rating Commercial Delphi Score from Experian as documentation. The tenderer must as a minimum achieve a rating of 'Credit worthy’, i.e. the tenderer must be in risk classification 6 or higher on the Experian scale.

The tenderer is expected to have familiarised with registered information about the company and by submission of the tender accepts showing that the information will be obtained and form the basis of the assessment of the tenderer's financial standings.

When submitting their tender, the tenderer can enclose a credit rating from a certified credit rating company showing that the tenderer fulfils the requirement. The credit rating shall be based on the most recent available accounts and it shall be carried out by an agency that has a licence to carry out credit appraisals.

The tenderer must have experience with integration work and/or withdrawals and deposit work related to a municipality's trade systems for the sectors child welfare, health and caring, educational and psychological services, schools, central administration, planning and building applications as well as social services.

Tenderers are asked to enclose a list of the most important relevant assignments in the last 3 years. The list shall consist of up to 3 assignments. The list must include a statement of the assignment's value, date and recipient (name, telephone number and email address). It is the tenderer's responsibility to document relevance through the description. The references will only be contacted if required.

PPR §13-3 b) was used with the transition to negotiations without a prior competition for 2 of 3 tenderers based on the possibility of fulfilling previous grounds for rejection.
