The aim of the joint contract for digitalisation is to give the municipalities access to future orientated systems, so that this can contribute to developing the cooperation that the municipalities already have and to planning for the future. The contract shall also contribute to this cooperation being financially advantageous for the municipalities. It will also be important for the municipalities that the tenderer can offer stable and predictable services.

The municipalities would like to give the best possible offer and good service to their inhabitants. By making the property archive digital and electronically available, inhabitants shall have access to information on their properties and accompanying cases in a simple and secure way. The digital material shall have the same information value as the current paper archive for all users, but it will be easier to access and with simple and flexible retrieval.

The further aim is that the digital property archive shall be integrated with the current electronic case handling system and map system, for use in all municipal case handling and inquiries/access externally.
The property archive (title number/cadastral number) consists of building applications, partitioning, sectioning, connections to water and sewage, emissions, surveying, partition of land and agriculture.
The assignment consists of the digitalisation of case files from first registration of buildings, up until spring 2014 (until the date when each municipality started to use the new Web-Case system). The work includes all documents that require archiving (cf. the Archive Act and regulations), but also other documents that have been important for the case. The overview includes approximate figures and must not be seen as final. Tenderers are responsible for assessing the extent. Most of the folders contain documents in A4 and A3 formats, but also some larger and smaller formats. Each municipality has its own archive analysis that gives an overview of the extent.
