The Norwegian National Rail Administration plans to procure a new on-board system.
This is a part of the renewal of the entire signalling system based on the ERTMS standard (joint European signalling system for railways). The objective is to renew the signalling installations on the railway network by 2030. The renewal includes an external signalling system, on-board equipment in trains and a traffic management system.

The procurement of a new on-board system includes development, production, design, engineering, adaptations in vehicles, installation, commissioning, testing, documentation and certification of a vehicle integrated on-board system. In addition to training, maintenance services and other additional services can be acquired.Approx. 20 companies who operate trains within passenger, freight or maintenance services, which vary in size from NSB and Flytoget to companies who own or operate some of the vehicles, have in total up to 600 vehicles within 60 different types, which are to be equipped with new on-board equipment.See the competition management tool for a further description of the extent.

If fewer than four of the candidates are found to be qualified, the Norwegian National Rail Administration can decide either to continue or stop the process. The best qualified candidates will be chosen on the basis of the selection criteria in the competition management tool.
