Two way tram in Prinsens gate

The aim of the assignment is to establish a 2 way tram in Prinsens gate as well as give the street an aesthetic lift from the junction Fred Olsens gate to Nedre Vollgate (over Wessels plass). In addition Tollbugata is to be established as a 2 way bus street.
The quarter is characterised by heavy traffic and a street network that is overloaded. Prinsensgate and Tollbugata are currently 1 way streets that have buses and trams. These streets take most the public transport through the centre. The streets are worn down and need an aesthetic upgrade, and the current tram infrastructure has a large maintenance requirement.
The Prinsensgate project comprises Prinsens street which is located in Kvadraturen in down town Oslo. The street is one of the most important public transport veins going east - west through the town. Prinsens street and Tollbugata er currently bottlenecks for public transport through the down town area where buses, trams and cars block each other in peak hour. It is with this background that detailed engineering design services have been carried out, which comprise establishing a two-way tram, with double tracks in Prinsensgate and over Wessels Place and two way bus in Tollbugata. This gives a basis for the establishment of a high standard of tram stops in Prinsens street. New tracks will be established in Prinsens gate x Akersgata such that the connection toward Rådhusplassen via Akersgata is maintained. The pavements shall be upgraded in accordance with the aesthetic plan. Side streets are to be re-established with the current cover.
The town environment department is the developer for the project and the builder in accordance with the contract.
The builder group consists of the Town Environment Department (BYM), Sporveien A/S and the Water and Sewage Department (VAV). The organisation of the construction site is in the attached organisation chart. All formal communication in the project shall always follow this service route unless otherwise agreed in writing in the builder building.
Sporveien and VAV will deliver the material to the contractor. This is described in E4 and E5 in the description.
The signal installations and points heaters will be provided in a separate joint contract to the BYM.
Tollbugata will be established as purely a bus street with two way traffic. This gives further grounds for establishment of two high standard stopping places for buses in respectively the lower and upper part and the existing tram infrastructure will be removed. The street is to be asphalted when the rails have been removed.
The detailed engineering design services have been carried out in cooperation with Sporveien and VAV. The project is based on the town council's adoption of the street use plan and it involves Prinsens gate being established as a pure tram street with two way traffic and the establishment of a double track.
This is a complicated project right in the centre with many affected parties, adjoining contracts, most professions and comprehensive infrastructure relaying. The tram shall run during the entire construction period. Adjoining contracts that require good coordination are the project Dronning Eufemias gate, where the Norwegian Public Roads Administration is the builder and Prinsens gate 26 (P26), der the Norwegian Parliament is the builder. Good coordination with interested parties in Prinsens gate will be very important. This will be cable owners, the water and sewage department, landlords, neighbours, users of the street etc.
There is a culvert/joint tunnel in Prinsens gate for, amongst other things, water and sewage pipelines, electricity cables and cables from other cable actors.. The central actors in the culvert are Telenor, Hafslund Nett, Hafslund Fjernvarme and VAV. The culvert shall have some surface renovation and changes to the descending lid and local reinforcement if this is necessary.
The project can be extened to include an extra junction with the accompanying side streets. This will be clarified by 15.5.2014. The builder will prepare any addendum and send it at the latest 15.5.2014.
