New national system for the personnel security service

The Norwegian National Security Authority (NSM), henceforth referred to as the Awarding Authority, is a directorate for protective security service. The Awarding Authority, shall within its area of responsibility, protect information and objects against espionage, sabotage and acts of terrorism, as well as be an initiator for strengthening the security condition and provide consultancy regarding the development of the security works in the society.
The Awarding Authority intends to procure a fully electronic and NOARK 5 approved case processing and filing system for use in the personnel security service. The system shall support the personnel clearance process and accompanying assignments.
The extent of the contract is further specified in the qualification documents’ point 1.3. The value of the procurement is estimated to be in the range of 5 000 000 - 8 000 000 NOK. Egnethet til å utøve yrkesvirksomheten:

Minste nivå(er) av standarder: The tenderer must have sufficient financial strength.
Teknisk og faglig kapasitet:
Overview of all employees within each business areas of relevance for the contract as well as available competence within each business areas. The overview shall be in general and not on a personal level.
List of references with an overview of minimum 3 relevant and corresponding assignments, with a short description of the delivery. The list must contain the name of the client, reference person and period of execution.
A description on how the project is expected executed within the timeframes given by the Awarding Authority. Description on how the tenderer is organised in connection with execution of this assignment. Description of joint venture partners/sub-providers, if any, expected to be engaged in the assignment.

Description (brief) of the overall quality assurance system the tenderer will base the implementation of the assignment. ISO certificates, e.g. ISO 9001 or equivalent shall be attached.

The tenderer must have sufficient experience, competence and capacity to conduct the assignment during the given period. The tenderer must also have high implementation ability and an efficient quality assurance system.
