The Directorate for Labour and Welfare has carried out a four-year pilot where 6 pilot municipalities were responsible for the labour market measure 'permanent facilitated work' (hereafter VTA). The aim of the pilot has been to get a basis for assessing the advantages and disadvantages of a possible transfer of responsibility for VTA from the government to the municipalities. The Ministry of Labour and Social Affairs (hereafter: the Contracting Authority) will implement a three year trial where some municipalities are given expanded responsibility for the labour market initiative permanent facilitated work (VTA).
