The Directorate for Labour and Welfare has carried out a four-year pilot where 6 pilot municipalities were responsible for the labour market measure 'permanent facilitated work' (hereafter VTA). The aim of the pilot has been to get a basis for assessing the advantages and disadvantages of a possible transfer of responsibility for VTA from the government to the municipalities. The pilot was ended at the end of 2021.
The contracting authority would now like to evaluated the pilot.

Qualification requirements

Tenderers must be a legally established company.

Documentation Requirement

• Norwegian companies: Company registration certificate or a printout from the Unit Register for single person companies not required to register.

• Foreign companies: Confirmation that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. Confirmation can be delivered in writing or by reference to BRIS.

Documentation Requirement

• A certificate, not older than six months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no.

• Foreign tenderers must submit certificates from authorities equivalent to the Norwegian authorities.

Tenderers must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.

• A credit rating with key figures from a recognised credit assessment company or other form of documentation to demonstrate that the requirement has been met.

Qualification requirements

Tenderers must have sufficient ability and experience to carry out the delivery.

Documentation Requirement

• A description of the tenderer´s up to three most relevant assignments in the last three years, together with information on the contract value, date for delivery or execution, and the name of the recipient. Relevant assignments means research on labour market measures for persons with a reduced functional ability and/or ability to work. Research on work for disabled persons and persons with mental disorders will be particularly weighted. Tenderers are responsible for ensuring that the description is of such a nature that it verifies compliance with the requirement.

Tenderers must have sufficient capacity to carry out the delivery within the specified frames and deadlines.

• A statement of the tenderer's average annual workforce in the last three years.
