A competence broker will assist entities in their innovation work, including helping entities to connect with research institutions that can contribute with financing for innovation work. The competence brokers must have competence and knowledge that together covers fields such as industry and technology development, tourism, culture and experience based businesses, businesses based on natural resources, as well as businesses that serve and cooperate with the public sector. In addition, parallel framework agreements will be signed with up to two tenderers for arranging network meetings in cooperation with the project team (think tank). Further details on the procurement is in 'Annex A: Delivery Scope'.

The framework agreement/contract period is 2 years. The contracting authority will have an option to extend the framework agreement for a further 2 years, with up to 1 year at a time, to a maximum 4 years.

Egnethet til å utøve yrkesvirksomheten:
Requirement: tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement: tenderers must be able to present the following:
• Norwegian companies must present a company registration certificate;
• Foreign companies must present verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement: tenderers must have good solidity and also satisfactory financial capacity to fulfil the contract the minimum requirement is that tenderers are credit worthy, equivalent minimum score A in Bisnode or equivalent.
Documentation requirement: tenderers must attach a credit rating based on the previous year's approved accounts, prepared by a certified credit company. The contracting authority reserves the right to get its own credit rating from the company and accounting information system Bisnode Norge AS (https://www.soliditet.no). Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity. If a tenderer believes that such a credit rating will not provide sufficient information on the financial standing, the tenderer can attach other information that he believes is relevant.

Teknisk og faglig kapasitet:
Requirement: tenderers must have sufficient capacity to provide the services in the scope described for the contest.
Documentation requirement: a short, overall description of the company must be given, including:
1) Competence related of the delivery scope;
2) Capacity and how the tenderer is organised for the execution of this contract.
Requirement: tenderers must have experience from similar and relevant assignments.
Documentation requirement: tenderers must be able to present references from the 3 most similar and relevant assignments in the last 3 years. Tenderers must submit a list of relevant assignments with a description in accordance with the points below:

• date of implementation;
• scope of the delivery in monetary terms and/or hours;
• name and telephone number of reference persons at the contracting authorities. The contracting authority must be able to contact the stated reference persons.
Requirement: tenderers must take the impact on the environment into consideration, and help to reduce negative environmental impact in their company. Tenderers must have implemented environmental management measures.
Documentation requirement: tenderers must attach an account of the tenderer's environmental strategy/profile, including environmental focus, systems, and measures for reducing negative environmental impact. If a tenderer is certified within the environment (e.g., ISO 14001, Eco-Lighthouse, EMAS, or similar), a copy of the certificate will replace other descriptions.
