The contracting authority/client for the contest is Agder County, 25 municipalities and associated entities in the Agder region. The aim of the contract is to cover the contracting authority's need for the purchase of products and services related to IP telephony and mobile broadband, as well as making new technology available which the tenderer can provide now or during the contract period.
The contracting authority's service-critical assignments entail high requirements for quality and availability, especially in daily use, but may also apply to crisis and emergency situations in some cases. The majority of the contracting authority's assignments are carried out from mobile devices, which places high demands on coverage, capacity and uptime. High coverage will be needed in both populated and rural areas as well as maritime/coastal and other remote areas.

Beskrivelse av fornyelser:
The contract will come into force on the date it is signed by both of the parties.
The contract will be valid for 3 (three) years from the start-up date. The contract will then be renewed automatically for 1 (one) year at a time up to 3 (three) times, unless 3 (three) months notice is given by the contracting authority before the renewal date.

Egnethet til å utøve yrkesvirksomheten:

Tenderers must fill in the ESPD in the tender management tool light, as provisional documentation of fulfilment of the selection requirements and that there are no reasons for rejection and that any selection criteria are fulfilled.
Use of subcontractors/collaborative partners
If a tenderer would like to rely on subcontractors or collaborative partners to fulfil the qualification requirements related to economic and financial standing, the tender must include the necessary documentation on the subcontractor or collaborative partner. In such cases, the tender must also include a signed statement of obligation that verifies the tenderer has the necessary resources at their disposal.

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
Norwegian companies: Company Registration Certificate.
Foreign companies: Verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Tax and VAT certificates
In the tender offer, tenderers must present a tax and VAT certificate issued by a competent body in the tenderer´s home state or the country where the tenderer is established, showing that the tenderer has fulfilled their obligations for payment of taxes, duties and social security contributions.

Documentation requirement:
Norwegian tenderers can order the certificate via the Norwegian Tax Authority´s website, www.skatteetaten.no. The certificate must not be more than 6 months from the tender deadline.
Requirements for economic and financial position.
Tenderers must have sufficient economic and financial capacity to fulfil the contract.
The required financial capacity will be assessed in relation to the contract's value, services, risk and length.
The contracting authority will obtain a credit rating of the tenderer. The contracting authority reserves the right to obtain supplementary information on the tenderer's finances.
Teknisk og faglig kapasitet:
Requirements concerning the tenderer’s technical and professional qualifications.
Tenderers must have relevant experience from deliveries of a corresponding nature. Tenderers shall have experience from at least 3 projects in the last 3 years, for the delivery of a complete system for IP telephony, mobile telephony and mobile broadband and the accompanying relevant services, to customers in the company market.

An overview of previous deliveries with the name of the contracting authority, contract period and a short description of the delivered system.
Quality assurance and environmental management system requirements
The contracting authority would like to pursue an environmentally friendly and sustainable procurement policy. Tenderers must document that an environmental management system has been established, which at least contains routines for addressing the following elements:

• System for the company´s environmental targets and environment policy.
• Competence strategy for the environmental field.
• Procedures for the execution of the delivery in an environmentally appropriate manner.
Tenderers must enclose an account of existing routines that document that the requirement is met. A declaration from the company may be submitted which describes how the routines have been implemented and how they function. The submission of a valid certificate is sufficient in cases where the procedures are described in the organisation's quality or environmental management system, in accordance with the Eco-Lighthouse Programme, ISO 14001, EMAS or an equivalent system verified by a third-party.
