Skien Municipality will construct a foot and cycle bridge over Bryggevannet between Klosterøya and Jernbanebrygga. The project is a part of the Grenland Urban Package.
The foot and cycle bridge will be constructed with reinforced concrete with a leaf of the bridge over the sailing section constructed of a composite material. The bridge will be approx. 170 metres long and will have a width of 5 metres, with multiple protruding niches for the placement of benches.
The purpose of this invitation to tender is to enter into a contract with a contractor to execute the construction of the foot and cycle bridge. The contracting authority estimates the contract period to be 1 year 4 months from the start of construction to completion.

The contracting authority will honour tenderers who are qualified in accordance with the qualification requirements in chapter 6 of the tender documentation and who submit a complete system proposal. A complete system proposal includes a satisfactory response to the award criteria in the tender documentation. See the tender documentation section 8. The contracting authority will remunerate tenderers who are not awarded a contract with an equal fixed fee. The upper limit is set at a maximum of NOK 300,000 excluding VAT for the total remuneration of tenderers, and a maximum amount of NOK 100,000 excluding VAT per tenderer who is not awarded a contract. If more than 3 tenderers qualify for remuneration, the NOK 300,000 will be equally spilt among the tenderers. If there are 3 or fewer tenderers who qualify for remuneration, each tenderer will receive NOK 100,000 excluding VAT, up to NOK 300,000 m in total. The winning tenderer/contractor will not be remunerated provided that a contract is drafted. Tenderers or offers that have to be rejected will not receive remuneration. Any payment of remuneration will be made after the contract has been signed. In the event of cancellation, payment will be made after the cancellation decision has been made and communicated to the relevant tenderers. In case of cancellation of the contest, the winning tenderer/contracted contractor will also be remunerated.

6.7.1 Experience from similar assignments is required - reference projects
Tenderers are required to have relevant experience from similar contracts of equivalent complexity.
Relevant experience means the tenderer's experience as a main contractor (NS 8405/06) based on the contracting authority's requirement specifications and technical description.
Similar deliveries means assignments that comprise the construction of equivalent projects of equivalent or larger complexity.
6.7.2 Competence of key personnel
Tenderers are required to have sufficient competence and professional qualifications (key personnel) to fulfil the execution contract.
Key personnel means:
- Project Manager
- Construction Manager
- Field manager (boss/foreman) for central execution disciplines
- SHA manager
- Environmental manager
Documentation requirement:
6.7.1 Experience
A qualitative description must be submitted for up to 3 reference projects. The reference projects must be of transferable value with information on i.a.:
• The project name
• Contracting authority
• The contracting authority's point of contact
• The project's nature, scope, value and complexity in relation to execution, logistics, and progress
• Date of execution
• Type of contract
• Contract value of the assignment
• The tenderer's assignments/role in the project.
References from unfinished projects can also be used as long as the project has started and is well underway. References that are older than 5 years cannot be used.
Annex 5 can be used.
The contracting authority reserves the right to contact the references for confirmation of the stated information.
Tenderers must deliver the following:
- The tenderer's organisational plan/overview of key personnel that will be responsible for the delivery.
- Overview of the relevant professional qualifications and experience of the key personnel.
6.7.3 Quality management system
Tenderers must have good routines for quality management
The documentation must be provided in one of the following ways:
Alt 1: A description of the company's procedures for quality management, with emphasis on quality assurance, resource management, management responsibility, and continual analysis and improvement.
Alternative 2: If a tenderer holds ISO 9001:2000 certification or equivalent, this can be attached.
6.7.4 Environmental management system
Tenderers must have a well-functioning environmental management system suited to the content of the contract.
Alternative 1: A description of the company’s environmental goals and environmental policy, competence strategy for the environmental field, as well as a description of existing routines on how the assignment will be executed in an environmentally responsible manner.

Alternative 2. If the company has an environment management system verified by a third-party, such as ISO 14001, EMAS, the Eco-Lighthouse scheme, or equivalent, it is sufficient to attach a valid certificate thereof.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
- The contract will contain requirements concerning wages and working conditions, documentation and sanctions in accordance with the regulations dated the 8th of February 2008 no. 112 regarding wages and work conditions in public contracts.
- The contract includes Skien municipality's provisions for fight against work-related crime, also called seriousness provisions. The tenderer is encouraged to familiarize himself with Appendix 9 and must verify in the application (cf. Section I, Appendix 1) that the requirements stated in the appendix is fulfilled.

-The contract with the contractor contains provisions regarding plastic-free municipalities, cf. Section II, Appendix 10 Plastic-free municipality.
-The selected tenderer shall present a tax certificate for VAT and a tax certificate for tax if requested. This only applies if the chosen tenderer is Norwegian.
The tax certificate must not be older than six months old at the deadline for submitting a request for participation in the competition or tender.
In the case of building and construction contracts, sub-contractors shall also deliver a tax certificate.
