Telephony and switchboard system for Vestland County.
Vestland County needs a switchboard and customer centre system, and a telephony contract. The system must
have intuitive interface and be available for all potential units, such as administration,
dental clinics, schools, etc., in the entire county. We would primarily like a system that covers all
needs, but we are also open for two different systems if this givs us the best total system.
We expect a cloud system that is set up by the tenderer as a service, and which is also available
via mobiles/app. It ought to be possible to integrate it with, amongst other things, the catalogue service (Azure-AD), HR-system,
Teams/calendar for collecting information/organisation structure and authentication, as well as the journal system in
dental health, school administrative system, Helpdesk system, in order to make inquiries about actual callers. The system
must be taken into use without great cost for the set up and training.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be a legally established company:
- Norwegian tenderers: Company registration certificate from the Brønnøysund Register Centre.
- Foreign companies: Proof that the company is registered in the trade or business registry as prescribed in the legislation of the country in which the supplier is established
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Minste nivå(er) av standarder:
The contracting authority will, as a starting point, obtain a credit rating of the tenderers. Credit rating based on the most recent financial figures. Financial strength will be evaluated in relation to turnover, operating profit margin, solidity and liquidity.

The contracting authority reserves the right to obtain the tenderers' annual accounts including notes with the board and auditor's reports from the last year.
If there are valid reasons as to why a tenderer cannot present the documentation that the contracting authority
has requested, he can prove his economic and financial standing with other documentation
that the contracting authority can accept.
Teknisk og faglig kapasitet:
1. Tenderers must have a good reputation from equivalent assignments in the last 3 years.
2. Tenderers must have the sufficient implementation ability and capacity to deliver the required services.
3. Tenderers must have a quality assurance system.
The main tenderer cannot rely on other suppliers to fulfil this requirement.
4. Tenderers must have an environmental management system.
Minste nivå(er) av standarder:
1. Description of the tenderer's most relevant assignments in the last 3 years. The description must include information of contract value, date and recipient (name, telephone no. and e-mail address).
References may be contacted if necessary to clarify the relevance of the assignment. However, it is still the tenderer's responsibility to substantiate relevance through the description. Tenderers must use the reference form in Annex 4.
2. Tenderers must give a brief and overall description of the company including:
- A description of the company's general organisation and number of employees.
-Core competence related to the delivery - If relevant: A description of how much of the contract the tenderer is considering to outsource to sub-suppliers.
3. A description of the quality assurance system. Attach any certifications of the tenderer's quality assurance system.
If a tenderer is certified in accordance with ISO 9001 or equivalent certification scheme, it is
sufficient to attach a copy of a valid certificate. The main tenderer must fulfil this requirement.
4. A description of the environmental management measures, or a certificate thereof issued by an independent body.
If a tenderer is certified in accordance with the Eco-Lighthouse certification scheme, the Eco-Management and Audit Scheme, ISO 14001 or equivalent environmental management schemes, it is sufficient to attach a copy of the valid certificate.
