The Norwegian Digitalisation Agency would like to procure a cloud based system for electronic case management and archive. The system must ensure that the Norwegian Digitalisation Agency complies with legal requirements and supports efficient and user friendly work processes where information can easily be saved and retrieved.
In addition, we would like the case and archive system to allow good integration with trade systems. The system must also be future orientated and have possibilities to include new technology without reducing user friendliness or functionality.
The administrative archive includes cases related to the contracting authority's administration and operation. This includes, amongst other things, self-management, organisation, and personal management (cases such as strategy documents, policy planning, finance and budget cases, development and administration documentation, contracts and agreements, project documentation, and personal matters).

Based on experience, the estimated value is NOK 10 000 000 excluding VAT in total for the entire contract period including option years. Total 8 years. However, this is not binding for the contracting authority.

Subject to budget changes and that the company’s priorities can influence the competition implementation and the contract terms.

Credit rating

Tenderers must submit their credit rating from a certified credit rating institution/company. The credit report must be based on the last known accounting figures. This credit assessment must include a credit rating, (including a credit rating, part judgement and historical rating), and it must be carried out by a publicly approved credit institution. The credit score must not be lower than A (creditworthy) or equivalent if a different form of score is used (numbers). Tenders from tenderers with a score lower than A or equivalent (i.e., not credit worthy or credit worthy with security) will not be considered. Newly established tenderers can present a bank declaration as proof of credit worthiness. A credit rating is not required for any sub-suppliers that the main tenderer will use.

Tenderers must give a short description of the company's relevant competence and system for the execution of the assignment.

Tenderers must give an account of 3 relevant reference projects in the last 3 years, by completing Annex 4 Reference Assignments. References will be contacted if appropriate.
