Gjesdal and Randaberg municipalities requests an option for the system, while Klepp Municipality, shall independently implement the system. Randaberg Municipality has estimated the probability of exercising an option to be 60 %, while Gjesdal Municipality has estimated the probability of exercising an option to be 50 %. The contracting authority uses joint tender documentation and evaluates the tenders jointly but will enter into separate agreements with the successful contractor and must be considered as several separate contracting authorities with different service and invoicing addresses.

The contracting authorities would like to enter into a contract with a tenderer for the delivery of a professional system for processing digital building applications. The system must be built on KS/DiBK's product specifications, (see the specification of the requirements). It must be possible to integrate and use the system with the relevant case/archive system or the archive core used by the municipalities.

The contracting authority currently uses the case/archive system Public360 from Tieto and Documaster as an external archive core.
A complete description of the delivery shall be in accordance with the attached Government Standard Terms and Conditions (SSA-L) with annexes and appendices. The contracting authority has based the requirements specification on the National Product Specification for eByggesak (digital Building applications) which has been prepared by KS [the Norwegian Association of Local and Regional Authorities] in cooperation with the Norwegian Building Authority, etc. Some points have been changed. The requirement specification is supplemented with separate points.

The contract will be valid for 3 (three) years from the start-up date. The contract will then be renewed automatically for 1 (one) year at a time, unless 3 (six) months notice is given by the contracting authority or 12 (twelve) months notice by the tenderer, before the renewal date.
