The crossings are considered demanding, with many course changes in combination with current, primarily generated by the river outlets in the Frierfjorden [Frier Fjord]. The measure will be implemented to provide increased safety and better traffic deviation in the area.
The tender deadline can be postponed due to circumstances surrounding the corona virus pandemic. This will continually be evaluated.
The competition is announced on the proviso that if necessary permits are not granted or if other justifiable reasons hinder the project, commencement of the construction work may be postponed. he consequence of such a delay is that the deadline for completion can be postponed by the same length of time.

The measure includes deepening of the fairway through Kalvenløpet and deepening of new fairway through Gamle Langesund, and is referred to as the Grenland Approach.

Kalvenløpet will be deepened to a fairway depth of 16.8 metres and a fairway width of 300 metres, so this becomes a double route. In this fairway, there are a total of three areas to be deepened, Orebukten, Midtbåen and Kløvsteinbåen. Combined these total approx. 3 903 m

The current fairway through Kjørtingen will be changed to go through Gamle Langesund and will have a fairway depth of 15.3 m and a fairway width of 150 m. This will be an individual route. The measure through Gamle Langesund includes deepening of approx. 142,656 142656 m

The loose matter is described as contaminated and must be delivered to an approved landfill. The contractor must locate a certified landfill for delivery of these materials. In principle, the blasted rock materials will be deposited in a sea disposal site at the respective deepening areas. Contractors will be given the opportunity and freedom to dispose of all blasted rock materials in another manner. The blasted rock recipients must have all public permits in place prior to receiving and must also be certified by the Norwegian Coastal Administration in advance. Examples of permits are at sea dumping permits, sea filling, etc. from i.a. the County Governor, municipalities and the Norwegian Coastal Administration.

The planned depths for the project are -15,3 m in Gamle Langesund and -16,8 m in Kalvenløpet ref. nautical chart null. Total quantities that will be deepened in the project are calculated to be approx. 147 800 m

Total distribution between loose matter and rock is anticipated to be about:

— 1 000 fm

— 146 560 fm

The distributed quantity of rock is as follows:

— Gamle Langesund part 2: 142 272 m

— Gamle Langesund part 3: 384 m

— Midtfjordbåen: 1 319 m

— Orebuktbåen: 687 m

The areas and currents for the different parts are shown in the drawings and the quantity description.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Other economic and financial requirements

In regards to any other economic and financial requirements stated in the tender notice or in the procurement documents, the tenderer must verify:

1) Tax certificate

2) Credit rating

Minste nivå(er) av standarder:

1) The tenderer is required to have paid their taxes and duties. Arrears in taxes and duties will result in rejection. A tax certificate for tax, employer contribution and VAT, not older than 6 months, but must presented. Foreign tenderers must present equivalent certificates from the applicant’s homeland. Documents should preferably be in Norwegian. Documentation in English, Swedish or Danish will be accepted for foreign tenderers. Norwegian tenderers who are not subject to VAT must provide confirmation of this from the National Tax Board. Subcontractors that will be used in connection with the contract must deliver tax certificated in accordance with the requirement, cf. PPR § 7-2 (3)

2) The tenderer is required to have good economy. This means that the tenderer must be credit worthy, have sufficient liquidity and low bankruptcy risk. A credit assessment must be presented from a credit rating institution approved by the Finanstilsynet [The Financial Supervisory Authority]. for e.g.Dun & Bradstreet, Lindorff or Experian. The assessment must be based on the last known fiscal figures with an indication of how the credit rating has evolved during the past 2 years. The credit assessment must not be more than 6 months from the tender deadline. Those relying on other companies for fulfilment of this requirement must submit equivalent documentation from these companies, as well as commitment statements.

The tenderer utilises the following technical facilities and quality assurance measures and the tenderer's examination and research facilities are as follows:

Minste nivå(er) av standarder:

1) Experience from equivalent or relevant assignments/deliveries of the same scope, nature and complexity is required. A reference list of the company's most important relevant deliveries over the last 3 years must be included with the tender, including their values, relevance, dates, and recipients. The references will be checked if necessary.

2) The tenderer is required to have satisfactory technical and professional qualification for this contract. An account of the tenderer's project organisation must be enclosed to solve this assignment with names and CVs for all key persons. CV must state formal education and work experience.

3) The tenderer must have a functioning quality assurance system. A statement must be enclosed concerning the tenderer’s quality assurance/management system and/or copy of system certificates issued by accredited certification bodies or equivalent documentation.
