The project ‘Horten Clean Inner Port’ (‘Horten Ren Indre Havn’) aims at reducing negative ecological effects of the environment in Horten Inner Port and preventing spreading of environmental poisons This must be achieved by covering areas of the seabed in Horten Inner Port with clean masses in an area of approx. 460 000 m. Dredging for restricted areas must be conducted, in order to ensure adequate sailing depth.
The dredged deposits shall be disposed at a designated seabed area or at an alternative disposal site approved by the Contracting Authority The works shall be initiated in the beginning of 2019 and concluded by 2020.

The contract is implemented as an open tender contest in accordance with the Public Procurement Regulations parts I and III, above the EEA threshold value.
The work is to be carried out as an execution contract in accordance with NS 8405.

The company shall be legally registered.
This is to be documented by presenting:
Norwegian companies: company registration certificate
Foreign companies: registration certificate in a professional register as determined by legislation in the country where the tenderer is established.
Økonomisk og finansiell stilling:
The company is required to have good solidity which ensures the financial ability to implement the project. The following will be subject for evaluation: The tenderer's solidity, liquidity and financial ability to fulfil the contract and carry any loss on the relevant contract and other contracts. The tenderer shall be creditworthy.

The tenderer must not have substantial arrears. Any arrears must be justified separately.

Credit rating not older than 6 months from the deadline for receipt of tenders. The credit rating shall contain an assessment of the tenderer’s payment history/reliability. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale.

Presentation of the company's annual accounts (most recent annual report submitted to the Brønnøysund Register of Enterprises, incl. auditor's report). The Contracting Authority reserves the right to request preliminary figures after the latest annual report, as well as financial statements for the 2 previous years if this is found necessary.

The tenderer's last annual turnover must be at least twice the estimated value of the contract.
The Contracting Authority retains the right to collect further information that is considered necessary to assess the tenderer's economic and financial position.
Teknisk og faglig kapasitet:
The tenderer (as a company) shall have good experience and competence with implementation of works of equivalent size and complexity.
Tenderers must have experience from assignments of a similar nature, size/scope and difficulty, such as:
— environmental measures on seabeds (both dredging and covering, including quantity and environmental control),
— measures for waterways and ports,
— transport of masses and submarine deposit for masses.
The tenderer's site manager and project manager are required to have competence and experience in these roles from contracts of an equivalent size and complexity.
The tenderer must have the financial capacity to comply with the contractual obligations.
An environmental management system that is sufficient to carry out the contract.

A list of up to 5 relevant reference relevant reference projects (companies) executed in the last 10 years with a brief description of the projects, their scopes (value, date, contract form, reference person, etc.).
If necessary, the tenderer can present documentation from subcontractors so that they collectively meet the requirements, refer to point The stated references will be contacted if necessary. It is the tenderer's responsibility to document relevance through the description.
