Fredrikstad kommune would like to provide the best offer and good service regarding access to information for it’s inhabitants. By making our archives digitally available, processes aimed at the municipality’s inhabitants will be simplified and improved. The level of information will be improved and higher, which in turn ensures that faster and better decisions can be made in public proceedings.

The aim of the actual digitalisation project is to make the archives complete and easily searchable in the municipality's systems and thereby offer the public a digital self-service portal through Servicetorget.

Requirements

Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.

Documentation Requirement

Norwegian tenderers: Company Registration Certificate

Foreign companies: Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirements

Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Documentation Requirement

The Contracting Authority will evaluate the tenderer's compliance with the qualification requirements in the following manner:

— A credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with licence to conduct this service,

— The credit rating shall have a minimum score of creditworthy,

— Recently established companies, or companies that are rated lower than credit worthy, can instead present a parent company guarantee, bank guarantee or the auditor's report that can document sufficient economic and financial capacity to fulfil the contractual obligations,

— If a parent company guarantee is submitted, the parent company will be rated in an equivalent manner so the requirement for creditworthiness thus applies to the parent company. See Annex 5, parent company guarantee.

Requirements

Tenderers must have experience from comparable assignments.

Documentation Requirement

Description of the tenderer's up to 3 most relevant contracts in the course of the last 3 years. The assignment description must include a specification of the assignment value, assignment length and the recipient (name, phone number and email address.). The tenderer is responsible for documenting the assignment’ relevance through their description. The Contractor may do this by including documentation on the skill or experience of the personnel that can be used for this project, including skills or experience that has been acquired while the personnel was in the service of another employer.
