Moss kommune

Moss kommune and Rygge kommune wants to provide the best possible offer and good service regarding access to information for their inhabitants. By making our archives digitally available, processes aimed at the municipality's inhabitants will be simplified and improved. The level of information will be improved and higher, which in turn ensures that one can connect faster and better decisions in the public proceedings. The digital material shall have the same information value as the current paper archive for internal and external users, but it will have easier access and simpler and more flexible retrieval. The municipalities shall merge 1.1.2020. It is therefore desirable that the digital archive is linked much as possible.

The contracting authority would like tenders for the provision of services for clearing and digitalising the cadastral no./title no. archive.
The assignment primarily consists of: The tenderer shall clean and digitise the archive, pack and make ready for delivery to the depot, as well as establish a structure/access system that will be of assistance to the municipality employees. It must be facilitated that access to the archive can be offered to the municipality's residents at a later date. The selected tenderer shall have overall responsibility for the assignment. The tenderer shall also provide all the necessary equipment for the digitalisation. The clearing and digitalisation work shall be carried out in the tenderer's premises. It is assumed that case files taken out of the archive are made digitally available through a web-based system within 24 hours of the reported need. Cf. the Archive Act § 9 b. the archive must not be taken out of the country, and the cleaning and digitising must take place in Norway. Storage and security copy of the digitised material must take place on servers located in Norway. Riksarkivet [The National Archive] allows for dispensation from this provision upon application to the archive. If a tenderer wants to take the archive out of the country, this must be clarified in the tender offer. If the Contracting Authority chooses a tenderer that wants to take the archive out of the country, this will the National Archive granting dispensation from the archive act § 9 b. The digital material shall have the same information value as the current paper archive for internal and external users, but it will have easier access and simpler and more flexible retrieval. The Contracting Authority retains the right to educe the scope of the contract if the price exceeds granted funds allocated to this assignment.

Vilkår for kontraktoppfyllelse:
General contract provisions.
The contractual relationship will be regulated by the the state's standard agreement for consultancy services (SSA-O), with Annex, as well as the state's standard agreement for maintenance services (SSA-V) with Annex.
The contracts contain requirements for wages and working conditions cf. regulation 08.02.2008, no.112 about wages and working conditions in public contracts.
Special contract provisions.
Data processing agreement in accordance with the Personal Data Act.
In connection with the assignment, a separate agreement shall be signed between the parties on the processing of data in accordance with the Personal Data Act §§ 13 and 15. See annex 7, Data processing agreement.
