Ringsaker municipality, Technical Operations, invites tenderers to a competition for a contract for Contract 2 in the project Flood protection and river promenade along Brumunda part 2.
The contract is for new flood protection and a partial new promenade along a total river stretch of approx. 1 450 m.
See part II — contract documentation, chapter A2 for further information on the project, contract division and the contract work.
The project's start date is 15.8.2016 with completion by 30.4.2018.
NS 8406 Simplified Norwegian building and construction contract will apply as the contract provisions, with the corrections stated in Part II — Contract Documentation, point B.2 Special Contract Provisions for Ringsaker municipality.
The building initiative will be processed in accordance with the Planning and Building Act. There are separate construction applications for the upper and lower part. The application for the framework permission for the lower part is being processed by the building authorities. The application for the framework permission for the upper part is being prepared.

The contract's extent and scope:The contract stretches geographically from Sveum Sports Park to approx. 200 m below the railway bridge, along a total river stretch of approx. 1 450 m. The contract is divided into an upper part and a lower part. The divide goes by the internal bridge between Brumunddal Business Park and Moelven Langmoen (bridge 1), which is approx. 100 m upstream from the railway bridge.The contract's scope is stated in the tender drawings. Cf. chapter C.3.1The upper part stretches for approx. 1 150 m. Flood protection measures and habitat measures shall only be carried out at points and on stretches here. The work will mainly consist of machine work.Complete new installations shall be developed in the lower part. This consists of, amongst other things, new flood protection and habitat measures, a new promenade and resting places, bridge foundations and supporting walls, cable ditches and lighting, water and sewage installations.Flood protection upper partCf. the drawings B22-501, 502 and 503.The flood protection work mainly consists of the establishment of pitched foot ditches as well as the establishment of a total of 16 bottom thresholds. The riverside slopes shall be protected from erosion and the existing pitching shall be developed in some areas. The existing pitching shall also be developed and adapted to existing walls along the river. A lack of transition between existing pitching and older pitching as well as some other constructions shall be improved when new pitching is laid. The work also includes some habitat measures equivalent to what is to be carried out on the lower part. In addition some sills are to be established in the river. The bottom shall be lowered in the area around the railway bridge by casting a concrete slab under the bridge. The concrete slab shall be plastered at the bottom both upstream and downstream. The work also includes some habitat measures for fish. Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1.) A HSE self-declaration shall be enclosed with the tender offer.
2.) The tender shall contain VAT and tax certificates, not older than 6 months. Cf. the Public Procurement Regulations § 8-7, possibly § 17-14.

Økonomisk og finansiell stilling:
1.) Tenderers are required to have positive equity. If the tenderer is a working partnership, the requirement applies for each participant.
2.) The tenderer's annual average turnover should be at least as large as the annual revenues that this contract will generate.

Teknisk og faglig kapasitet:
1.) The tenderer shall have experience from work of the same nature and degree of difficulty.
2.) The tenderer is required to show references to relevant contracts that the tenderer has carried out in a satisfactory manner.
3.) Technical and professional expertise and relevant experience is required of the key personnel who will be used for this assignment. Documentation shall, as a minimum, be given for the site manager(s), foreman/foremen and the person responsible for HSE/QA.

4.) Central certification is required, or tenderers are to declare the right to be responsible within the following work areas:
— Ground work and landscape design development class 3.
— Concrete constructions cast on site development class 2.
— Demolition and environmental clearance development class 2.

Kontraktutførelse
Innskudd og garantier som kreves:
Security (see NS 8406 point 8)
Guarantees shall be furnished by a bank, insurance company or other financial institutions, approved by the builder. Accepted security includes the guarantee amount placed in escrow for the benefit of the builder. Interest accrues to the contractor.
For working partnerships, security shall be provided on behalf of the working partnership, not the individual participating companies.
The contractor shall provide the builder with documentation of the collateral contract before the start of work and not later than 28 days after the contract is signed.
The Builder will not provide any guarantee.

Juridisk form som skal antas av gruppen av økonomiske operatører som kontrakten skal tildeles til:
Working partnership: Statement of joint and several liability.
If the tenderer is a working partnership, a declaration of joint and several liability to the builder and third parties must be enclosed with the tender.
A report shall be given for the business form and the composition of the working partnership, including the participants' organisation numbers (Business Register Numbers).
Tenderers must make sure to substantiate how the competence requirements shall be met by the participants. Furthermore, each individual participating company in the working partnership must provide information on their company, as is required in the tender documentation. Working partnerships will be assessed collectively for all eligibility requirements, except HSE and own equity. Each participant will be individually evaluated for HSE and equity.

Andre særlige vilkår:
Special terms apply:
— Work is not allowed in the river in the period 15 April to 15 June due to the spawning period for greylings. Work in the river is defined as work that breaks the water reflection.
— In the period 1 August until 15 September particular consideration shall be made so that the migration of the Mjøs trout is not prevented. Particular consideration here involves not creating barriers in the river that prevent the fish migrating.
— The establishment of threshold 15 and threshold number 13 by Streket and Nilsehølen respectively (see drawing number B22-501) is only permitted in the period 15 June to 1 September.
— The lower part of the promenade, including the new footbridge, will be open to the general public from spring 2017. This can put some restrictions on logistics for the further work and consideration must be taken when planning the work.
— All work shall be carried out in the period 7:00-18:00. Work outside these times shall be agreed with the builder.
Permission from the municipal doctor and/or the Norwegian Labour Inspection Authority shall be presented if required.
