16-015 — New telephony system for AS Vinmonopolet

AS Vinmonopolet (The Norwegian Wine and Spirits Monopoly)

Vinmonopolet shall collect tenders for the delivery of a complete modern and flexible telephony system. Wireless IP apparatuses are currently used in all our locations. A transition to mobile telephones as landlines will be considered as 1 of several alternatives. The delivery can include several of these elements:
Multi-channel exchange with flexible contact centre.
Integration between the exchange and the ERP system for our customer centre.
Operator services for land-line telephony.
Wireless telephone apparatuses.
Operator services for mobile telephony.
Subscription services for mobile telephony.
Mobile telephones.
The delivery's extent is telephony services for Vinmonopolet's shops as well as the Chain Office and remote trade stocks.
Tenderers shall not describe system proposals, but only respond to the formal requirements as stated in the qualification requirements.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Company Registration Certificate Requirement: Tenderers must be a legally established company. Documentation: Company Registration Certificate or equivalent from the tenderer's home country.
The tenderer's tax certificate: Tenderers are required to have their tax and VAT payments in order. The following documentation is required to prove that the requirement is fulfilled: —Tax and VAT certificate (not older than 6 months).
Økonomisk og finansiell stilling:
Financial Requirement: Sufficient economic solidity is required. Documented by: Credit evaluation/rating, not older than 3 months, and which is based on the last known accounting figures. The credit assessment shall be a so-called rating (containing a credit rating, part judgement and historical rating) and it shall be carried out by a publicly certified credit institution (e.g.: Dun and Bradstreet, Creditinform, Soliditet or equivalent institutions). If the tenderer has any valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer may prove his financial position with any other document that is acceptable to the Contracting Authority. If the tenderer has such valid reasons, he may contact the Contracting Authority in writing in order to clarify which other documentation is acceptable.

Selection criteria 1: Experience from equivalent deliveries is required. The following documentation is required: — The tenderer's most important, comparable deliveries over the last 3 years, including their values, dates and recipients.
Selection criteria 2: Excellent implementation ability is required. The following documentation is required: — A description of the organisation to deal with these types of deliveries in the contract period.
