Undervisningsbygg Oslo KF (Municipal Undertaking for Educational Buildings and Property)

The contracting authority shall procure a joint component for registering and archiving based on national standards and in accordance with the legislation requirements for archiving.
The system shall register and archive information through a separate registration system and from office software (e.g. Office, Windows Explorer) via separate interface and any ‘plug-ins’.
The system shall register and archive information from a trade system and offer standard interface to connect other trade systems and it shall support different processes for archiving. The registered and archived information from the trade system shall at first be made accessible in a separate access system for internal users.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
— Company Registration Certificate, or corresponding certificate as determined by legislation in the countries where the supplier is established.
— A tax and duty certificate shall be enclosed with the tender that shows the status for the payment of: — tax, advanced tax deduction, garnishments, payroll tax and VAT.
— Legally established.
Økonomisk og finansiell stilling:
Credit evaluation/rating, not older than three months, and which is based on the last known accounting figures. The entire credit rating report must be submitted, and it must contain key figures for the last three financial years. The rating shall be carried out by an officially certified credit rating institution. The Contracting Authority reserves the right to obtain a separate credit evaluation, if necessary.

If a tenderer has justifiable reasons not to substantiate his financial position in accordance with the above-mentioned documentation requirement, the contracting authority will assess other appropriate documentation.

Teknisk og faglig kapasitet:
— A list of the most important relevant deliveries and services performed during the past 3 years, including information about the value, time, as well as the name of the public or private recipients. Services to public contracting authorities shall be documented by certificates issued or confirmed by the authority in question. If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.

— Information on education and professional qualifications of the tenderer and the company's administrative management (competence matrix).
— A statement of the supplier's average workforce and the number of employees in the administrative management in the last three years (can be the same document as the expertise matrix).
— A description of quality assurance methods. The tenderer's own description of such measures and/or a presentation of the management system/quality assurance system, possibly certificates from a third party that confirm that the tenderer has such a system.

— Good competence and experience from equivalent contracts, i.e. design, delivery and development of reusable integrations and/or services, as well as maintenance of the platform and software.
— Sufficient capacity.
— Method for quality assurance within the relevant disciplines.
