Parallel framework agreements for the purchase of information administration services

Norges Bank (The Bank of Norway)

The Unit for Information Administration in the Bank of Norway shell ensure that the bank has a uniform and robust information administration. The Unit for Information Administration shall prepare, implement and maintain a framework with steering documents and routines for information administration. The Unit shall also monitor and ensure compliance with this framework in the central bank activity. The Unit's purpose is to ensure that the Bank of Norway has an efficient central archive that is operated in accordance with relevant laws and regulations, a future-oriented, available and professional robust special library and suitable administration of the bank's special collections.
This framework agreement applies to consultancy services in relation to information administration and establishment of an archive. The assignment will primarily be related to consultancy in connection with development and improvement of the Unit's areas of responsibility, but may also include hired human resources for executive function, i.e. as a strategic information consultant or manager of the archive.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer shall have his tax and VAT payments in order. Certificate for paid VAT issued by the tax administration (shall not be more than 6 months)
These requirements also apply for sub-suppliers.
Tenderers shall have a functioning HSE system — HSE self-declaration, see annex no. 1 (to be completed)
The tenderer shall be a legally established company. — Company Registration Certificate. The Company Registration Certificate shall show the board's composition during the tender contest period.
Økonomisk og finansiell stilling:
The tenderer shall have the sufficient financial capacity to implement the assignment/meet the contractual obligations — the Company's most recent annual reports with accounts and accompanying auditor's reports, as well as recent information with relevance to the company's accounting figures.

Credit rating from a certified credit rating institution (shall not be more than 6 months).
Teknisk og faglig kapasitet:
The tenderer shall have the adequate professional qualification for implementing the assignments — A description and documentation of the company's professional qualifications and competence for the following subject areas:
— Information administration
— Archiving profession and archive management in the public administration.
— Information architecture
The tenderer shall have sufficient implementation ability. An overview of the most important deliveries with equivalent competence areas in the last 3 years, with the following information:
— Name of customer
— Date
— Services provided
— Scope of the services provided.
The tenderer shall have sufficient capacity to carry out the assignment.
The tenderer shall state the number of available personnel for the relevant subject area.
The tenderer shall have a general quality assurance system which shall form the basis for the implementation of the contract — Description and documentation of a quality assurance system.
Requirement regarding liability statement. If the tenderer wishes to rely on other companies' capacity, the tenderer must demonstrate to the contracting authority that it will have the necessary resources available, by presenting a liability statement from these companies.
