Framework agreements for translator services

The awarding authority shall enter into framework agreements for translator services for NAV. The contracts shall cover two language categories: Foreign language and North Sami. Tenderers shall submit a tender for one or both categories. One service provider can win the competition for the foreign language category and another service provider can win the competition for the North Sami category.
All units in NAV can make call-offs on the contracts. The contracts shall be binding for the state part of NAV, and it can be used by the municipal parts of NAV that do have a separate contract in conflict with the contracts. The contract shall help ensure that the department has good quality translations to and from Norwegian for all types of texts and documents.
The contract shall cover:
- Translation of various types of documents and texts from Norwegian to a foreign language and from a foreign language to Norwegian.
- Translation of various types of documents and texts from Norwegian to North Sami. Translations from North Sami to Norwegian can also be required.
- Updating previously translated texts.
- Quality assurance of previously translated texts.

The number of assignments can vary from year to year. In 2012 NAV procured translation services for approx. 1000000 NOK including VAT. It is difficult to estimate to what extent there will be a need for translations in the future, and the estimated contract value is not binding for NAV.The length of the texts will vary from assignment to assignment. NAV expects that most call-offs in the contract period will be less than six A4 pages, but in some cases the texts can be up to 30 pages. An average A4 page is defined as 2800 characters including spaces.Documents and texts from NAV often included complicated professional terminology, including, amongst other things, on medicine and law. Medical documentation and certificates from authorities in other countries are legal documents that NAV uses when considering individual cases. Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established
(3) Value added tax certificate (National requirement)
(4) Company tax certificate (National requirement)
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)

Service providers are required to be a legally established company.
Documentation requirement:
- Norwegian service providers: Company registration certificate from the Brønnøysund Register Centre
- Foreign service providers: Certificate of registration in a company register as described in the law in the country where the service provider is established.

Credit rating from a publicly certified credit rating institution. The rating shall be based on the last known accounting figures with a statement of how the credit rating has developed in the last three years.

Service providers are required to have good financial solidity. The requirement is fulfilled with a credit rating of "good credit worthiness" or better.
Teknisk og faglig kapasitet:

- Description of the service provider's technical capacity and professional qualifications. As regards capacity a description is to be enclosed of the relevant units at the service provider. As regards qualifications a short overview is to be enclosed of the general relevant competence at the service provider. Named persons shall not be given and CVs shall not be sent.

- Overview of the service provider's average general work strength and the number of employees in the administrative management during the last three years.
- The service providre's most important contracts in the last 3 years, including a description of the assignments, their value, date and recipient.
Description of the quality assurance system or a certificate issued by a certification body that confirms fulfilment of the quality assurance standards.
Minste nivå(er) av standarder:
A good ability to fulfil the contract and a well functioning organisation are required.
Experience is required from similar contracts.
A good and well functioning quality assurane system is required.
