2013/2242 Establishing a framework agreement for consultancy services in DSB's strategic areas

DSB will enter into a framework agreement for consultancy services within the directorate's strategic areas, and through this notice issues an invitation to qualify to take part in a competition for this contract.
A contract will be entered into with up to 5 suppliers within each strategic/competence area, and award of contracts will be via a mini competition between the providers selected for each strategy and competence area.
Pre-qualification is covered by the Public Procurement Act 16 July 1999 No. 69 (LOA) and the Public Procurement (FOA) of 7 April 2006 No. 406 Part I and III, the provisions for the implementation of restricted tender procedure.
Suppliers should only submit qualification request and specify in Appendix 1 Strategy Areas and competence matrix, those strategy and competence areas to which the qualification request relates.
On the basis of the qualification requests, the Award authority will pre-qualify up to 5 suppliers within each strategy and competence area, who in turn will be invited to submit tenders within the strategy and competence areas for which they are pre-qualified. The basis for qualification and rules for selection are described in section 6 of the attached qualification documents.
Based on the award criteria in the tender invitation, contracts will then be entered into with up to 5 suppliers within each strategy and competence area.
There will be an information meeting for all interested suppliers at the DSB headquarters in Tønsberg 2.5.2013. See more about this in the qualification documents section 5.2
