Track and contact line work for a new double track for the railway Langset - Kleverud

As a part of the Joint Project New E6 and Dovre Railway a new double track shall be constructed for a railway between Langset and Kleverud. The new track is 17km long and runs along the east side of Mjøsa north of Minnesund. This contract is for all track and contact line work for the new double track.
The work shall be carried out in the period from spring 2013 to autumn 2015. The work will be carried out in three main phases for the phasing in of the new tracks.
Parallel with the track and contact line work in this contract, electricity and telecommunication work shall also be carried out for the new double track.
The contract is being announced in a separate contract at the same time as this notice. Contractors that are qualified for both of these contracts can give a total tender for both contracts (track, contact line, electricity and telecommunication work).

The competition is being held as a two stage competition, which, amongst other things, involves holding a separate qualificatio process (prequalification). Qualified tenderers will then be invited to give a tender. The negotiated procedure is held in several phases in order to reduce the number of tenders that are negotiated (cf. the Procurement Regulations § 20-11 (1). This means, amongst other things, at the received tenders will be ranked in accordance with the award criteria as regards the selection of which shall be negotiated. It cannot be assumed then that all tenders will be negotiated. The contract and procurement will be carried out in Norwegian. Contractors must thus be fluent in Norwegian, both orally and written. As mentioned, this contract is also connected to the contract for electricity and telecommunication work for the new double track, and contractors that are qualified for both contracts can give a total tender for both contracts. If the contracts are awarded to one contractor basedon a total tender, the works will be carried out and administered as one contract. The qualification documents are attached to this notice.
