The Follo municipalities Frogn and Ås invite companies to a negotiated procedure in two stages for the procurement of a new case and archive system.
Frogn and Ås would like to enter into a contract with a supplier for the delivery, testing, implementation, training, user support and maintenance of a new case and archive system based on the Noark 5 standard 3.0.

Beskrivelse av opsjoner:
Oppegård, Nesodden, Ski and Vestby municipalities shall have the right to join the contract during the contract period.
Foreløpig tidsplan for bruk av opsjoner: 36 måneder

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Declaration of the company's participation in a publicly verified apprentice scheme(s) relevant to the contract.
(3) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.
(4) Value added tax certificate (National requirement).
(5) Company tax certificate (National requirement).
(6) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Requirement:
Suppliers shall have the financial capacity to fulfil the assignment/contract.
Documentation:
Credit rating, not older than 3 months, based on the accounting figures. The rating shall be carried out by a publicly certified credit rating institution.
Teknisk og faglig kapasitet:

Requirement 1:
The case and archive system shall be (temporarily) certified as a Noark 5 complete system, version 3.0.
Documentation:
The supplier’s self-declaration + annex for the self-declaration form.
Requirement 2:
Suppliers must have carried out delivery, testing, implementation, training, user support, maintenance and contract follow up of Noark 4 or 5 certified case and archive systems previously.
Documentation that supports that the supplier has carried out deliveries in accordance with requirement 2.
Requirement 3:
Very good capacity is required.
And an ability to fulfil the contract.
Documentation that supports that the supplier has sufficient capacity and the ability to fulfil the contract as regards delivery, testing, implementation, training, user support, maintenance and contract follow up.
Overview of the company’s total manpower.
Requirement 4:
Considerable experience is required from equivalent assignments with delivery, testing, implementation, training, user support, maintenance and contract follow up. Suppliers shall be able to provide references that use the supplier’s certified case and archive system.
