The awarding authority would like to enter into a contract with one supplier for the delivery of a standard system for electronic registration, case handling, selection handling, archiving and interaction between the case and archive system and trade systems. The chosen case and archive system shall be certified in accordance with teh NOARK5-standard.

The project’s main aims are:— To procure and implement a fully electronic case and archive system that is certified in accordance with the NOARK5 standard,— To make case handling more efficient by procuring and implementing a system that has a low user threshold, logical construction and self-service system,— To adapt for electronic political meetings – digital meetings that ensure an efficient and quick transfer of cases from the case and archive system to the portal (internet),— To simplify and make processes connected to sending in and receiving forms from the internet more efficient by ensuring that electronic forms filled in over the Internet are automatically logged in the case and archive system,— To adapt for integration with trade systems in order to achieve complete electronic document flow and document handling,— To ensure that information from the case and archive system can be transferred to the internet in an efficient and secure way,— That the case and archive system shall be an important part of the municipality’s future ICT architecture. The municipality would like to build their work processes on service based architecture where most of the document flow and processes are automated (SOA architecture),— To adapt for greater openness and insight in the administration.Central needs that shall also be met through the procurement of a new case and archive system are:— The option for fully electronic case handling, selection handling and archiving,— Integration with the municipality’s trade systems,— Secure and efficient transfer of public information to the public via the Internet,— System for scanning and finishing documents.The contract also includes:— Development/adaptation and testing of the system,— Data withdrawal from the existing database and historical database for delivery to the archive depot,— Conversion of data from the existing case and archive system to the chosen system,— Implementation and production setting,— Training and documentation,— Contract for support and maintenance.Tenders cannot be given for parts of the assignment.
