Information about the solution.
Goal.
For the new hospital in Østfold, the use of technology will be important to achieve efficiency and quality improvements. ICT is a necessary tool as process support for clinical personnel, and for support to assure fast diagnostics and treatment of patients, controlled by complete and interdisciplinary workflow.
The introduction of sensor and tracking technology will reduce the need for personnel efforts and automate parts of the documentation. The exploitation of such technology will also add new knowledge and improve processes and service quality.
A solution which is supporting patient care and provides decision support both in clinical and administrative routines is requested. The solution shall help achieving quality improvements by making available real-time data for decision-making processes. Real-time data shall be stored and the system shall help rationalising manual tasks at the hospital.
The solution requested shall be generic and cover the hospitals various working areas for patient care, e.g. emergency room (ER), wards, outpatient, medical intensive care unit and operating room (OR).
Resource and process management system.
The solution shall be a resource and process management system for areas and resources in the hospital which are in direct indirect contact with patients, e.g. wards, outpatient, ER, and OR.
The system shall have capabilities for storing real-time data and for tracking of events. This functionality may be based on a MES (Manufacturing Execution System).
The solution shall be able to connect various kinds of sensors and tracking devices, and offer tracking of patient, clinical personnel and equipment. The system shall integrate with various technical systems incl. nurse call, and electro medical devices, electronic health record (HER) Radiology Information System (RIS)/Picturing Archiving and Communication System (PACS), executive information system (EIS) etc. The solution must be according to the ICT architecture of the hospital (SQL, BizTalk).
The system must exchange information with other systems, such as EHR. The system shall as well be able to provide information to a hospital portal. The solution shall facilitate publishing to various interactive terminals such as large touch screens in public areas (anonymous), PCs, mobile and handheld devices, and tablets.
The system shall be able to store information about process design and associated data for continuous process improvement.
Advanced pager service.
The hospital has a need for receiving and distributing short messages and alerts, based on predetermined rules.
The advanced pager service will be used for alerts, text based messages and acknowledge messages; between system and persons and between person (not system to system). The advanced pager service may be combined with tracking functionality, role based functionality, dispatching etc.
Messages shall be received and displayed on PCs, smart phones, tablets and large screens, or be dispatched to pagers or DECT/IP phones.
The system shall integrate with technical systems such as nurse call, pneumatic tube, AGV (automatic guided vehicle), electronic medical equipment etc.
