Intranet/archive – web based system for sharing information in NLB

The Norwegian Library of Talking Books and Braille (NLB), henceforth referred to as the Awarding Authority, would like to enter into a contract for purchase and introduction of system for information acquisition and sharing information internally. The system shall make it easier for the Awarding Authority‘s employees to file, share and recover information. The system shall enable the Awarding Authority to fulfil the relevant requirements and regulations related to information administration. This includes requirements related to the Freedom of Information Act, Public Administration Act, the Archival Act and Personal Data Act with regulations. The procurement shall cover the Awarding Authority’s requirements related to internal information, documenation acquisition, interaction and secure document filing. The documents included in this assignment are defined in accordance with definition of documents given in the Freedom of Information Act. At present, the Awarding Authority does not posess intranet, interaction system or electronic case procedure and filing system. The interaction and the sharing of information will be based on use of e-mails and shared file areas on server. The case procedure will be done by e-mails, scanning of incoming documents, and replies either by e-mails or by paper formate. The journaling shall be by Excel and the existing journal is distributed to the management team by e-mails. The formal journal and the formal archive are in paper formate. The existing document acquisition and filing system is not satisfactorily and it may therefore be necessary with systems which can increase the document acquisition/filing. The Awarding Authority has 50 employees with few human resources engaged in administration. The extent of the formal case procedures is minor. It will therefore not be necessary with full scale case procedure and filing system with extensive requirement for training.
The requirement specifications will emphasis on user friendliness and functions which are necessary in order to fulfil the objective. Simultaneously the Awarding Authority requests a complete digital system, including an electronic archive. A system which meets all the requirements given in the requirement specification is expected to be approved as a Noark 5 system. At present the Awarding Authority will accept upholding a physical archive and will not require Noark-5 approval.
