KMD wishes to enter into a framework agreement with 1 provider who can implement opinion polls in connection with the hearing of inhabitants. The hearing applies to municipal mergers. Each participating municipality may place call-offs on this agreement. KMD has prepared a note with possible questions the municipalities can ask in an inhabitant inquiry, as well as instructive quality requirements in connection with the implementation. Since 1995, KMD has collected data about municipal organisation. An equivalent data collection is planned for the new year in 2016, after the municipal council and county election in 2015. The purpose of the project is to obtain data which gives a picture of how the municipalities and county municipalities organise their business politically, administratively, operationally and in regard to the inhabitants, the municipality as a democratic institution.
