Egnethet til å utøve yrkesvirksomheten:
The Supplier must be a legally established enterprise.
For Norwegian suppliers:
• Certificate of registration. For Norwegian suppliers, the contracting authority obtains a certificate of registration from the Brønnøysund Register Centre. As a result, the Norwegian suppliers must not submit a certificate of registration.
For foreign suppliers:
• Confirmation that the supplier is registered in the industry register or business register in accordance with the legislation of the country in which the supplier is established.
The supplier shall have orderly conditions with regard to the payment of tax, employer's national insurance contributions and VAT.
Tax registration certificate no older than six months from the application deadline. Tax registration certificate is defined as:
• Certificate of tax and VAT issued by the tax office via Altinn.
• Foreign suppliers must submit corresponding certificates from their countries showing that they have orderly tax conditions. If the authorities of the country concerned do not issue such certificates, the supplier must present a declaration confirming that all taxes and duties have been paid. The declaration must be approved and signed by the supplier's chief financial officer/ financial officer.

Økonomisk og finansiell stilling:
The supplier must have sufficient financial strength to be able to fulfil the contract.
Minste nivå(er) av standarder:
Documentation of credit rating.
The credit rating shall have the status "Creditworthy" according to the Experian model, or equivalent score from another government-approved credit rating institution.
If, for valid reasons, the contractor cannot prove its financial position in accordance with the above-mentioned documentation requirements, the contracting authority will consider other suitable documentation, such as a declaration from a financial institution on an unconditional guarantee.

Teknisk og faglig kapasitet:
The supplier must have sufficient experience of the delivery and implementation of equivalent IT solutions.
Minste nivå(er) av standarder:
An overview with a brief description of relevant deliveries over the past three years of fully developed solutions that have been implemented and adopted by the customer.
The overview of the deliveries must, at a minimum, contain:
• Name of customer/recipient
• Description of the delivery.
• Time of implementation.
• Scope of delivery in amounts.
• Contact information at the contracting authority.
The contracting authority must have the possibility to contact the reference person provided. Reference statements will only be used as part of the assessment under selection criteria.
