Through this procurement, the contracting authority would like to enter into parallel framework agreements with one to three tenderers, provided that there is a sufficient number of qualified tenders, to cover the ongoing needs of participating municipalities and organisations for interpreting and translation services of various kinds. The basic language for interpretation is to/from Norwegian.

The municipality offers services to its residents throughout their lifetimes. The need for interpretation and translation services can potentially arise in any interaction between the municipality and its residents. Most meetings requiring an interpreter can be planned and carried out during normal working hours, but the municipality must also take care of emergency functions, for example within child welfare and health services, where the need for an interpreter may arise without warning. Tenderers must provide a 24-hour emergency response service.

Tenderers should offer a user-friendly ordering system for interpretation and translation services. The users of the agreement must be offered training in the use of the system. Users must also be offered user courses for interpreters and any other training that will enable them to book the correct interpreter for each assignment.

Vilkår for deltakelse
Økonomisk og finansiell stilling:
Tenderers must have their tax, payroll tax and VAT payments in order in accordance with the legal provisions, and tenderers must not have significant arrears. Following tender submission, the tenderer must give consent for Tendsign to obtain and for the contracting authority to receive information about the above via Tendsign. Tenderers who are not established in Norway can present equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

Tenderers must have the financial capacity to carry out the agreement. It is required that the supplier is creditworthy, at least A in accordance with the company and accounting information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro (henceforth referred to as CreditPro) or has the financial capacity to carry out the agreement based on the contracting authority's assessment.

Teknisk og faglig kapasitet:
A good and well-functioning quality assurance system is required for the services that shall be provided.
Tenderers are required to have experience from at least 2 equivalent assignments in the last 3 years. Equivalent assignments means the delivery of interpretation and translation services to a public sector client of similar scope, duration and value.
