CANCELLATION OF TENDER CONTEST: BORG PORT 2021/2750
The Norwegian Coastal Administration refers to the above mentioned competition.
The competition was carried out as a two stage process with prequalification and tender phase, as well as an option for further negotiation with tenderers after the tender deadline. Nine tenderers registered their interest in the competition and five tenderers were prequalified. Two tender offers were received at the tender deadline of 15 April 2024. Negotiations have then been held with both tenderers and the final tender offer was submitted 6 June 2024.
All tenders have been well above the project ́s cost limit. The Norwegian Coastal Administration has therefore relied on an increased economic framework to be able to enter into a contract and has been in dialogue with the Ministry of Trade, Industry and Fisheries on this. The Norwegian Coastal Administration has now clarified this question.
With the present received tenders, it is clear that the total project costs will require that decisions on the new cost framework must be made by the Storting, and that this assumes that a KS2 has been carried out. The execution of a KS2 process takes time, and it will not be possible to present the issue to the Storting this fall (budget proposal for 2025).
The Norwegian Coastal Administration has, thus, no choice but to cancel the competition, cf. the procurement regulations § 25-4 (1).
