The main road from Røyrasundet to Svædet in Herøy and Ulstein municipalities shall be elaborated. The main aim is to increase security and ease of navigation in a complex and weather prone fairway. The measure comprises a total of 3 deepening areas Skinnbrokleia, Kyrkjefluda and Svædet. It is planned to dredge all areas to a depth of -11.3 metres (nautical chart wool). The total planned deepening area is approx. 86,000 m² and the calculated deepening volume is approx. 175,000 cubic metres of engineered solid matter (pfm³). The project has two regulated and approved seabed deposits, one in direct connection to the deepening area at Skinnbrokleia and one at Kyrkjefluda. The project has an option to transport the dredged materials to Herøy municipality ́s filling area Paradisbukta.

Rettslig grunnlag

The procurement process is covered by the Public Procurement Act, 17 June 2016 (LOA) and the Public Procurement Regulations (FOA) FOR 2016-08-12-971. PPR parts I and III. The contract will be awarded in accordance with the open tender contest procedure, cf. FOA 13-1(1).

Changes Passing Through Herøy - Ulstein

1. Introduction
The contracting authority will make the following corrections, clarifications and changes in the tender documentation.

2. Alterations
2.1Fortanningsposter in Paradisbukta
The changes related to the fortanning (rock keying) in Paradisbukta have been incorporated in the revised quantity description and revised drawing published in Mercell.

The original Post 05.4.2.2 expires and is replaced by post 05.4.2.3, 05.4.2.4, 05.4.2.5 and 05.4.2.6.

In addition the sentence "Fortanning utføres med pigging.", in the general text under post 05.1.1.

References to drawing 10272182-RIG-TEG-002 shall be understood as references to drawing 10272182-RIG-TEG-002_rev02.

Tender offers for the works in Paradisbukta shall be submitted on the basis of the revised technical description "00 Gjennomseiling Herøy-Ulstein_rev 2" dated 29.04.2026 and the accompanying revised drawings published in Mercell.

The revised price basis for the rock keying (fortanningsarbeidene) thus consists of general text in point 05.1.1, the revised posts for the rock keying 05.4.2.3, 05.4.2.4, 05.4.2.5 and 05.4.2.6, as well as drafts 10272182-RIG-TEG-002_rev02.

2.2 Item 02.01.2 FH1.844A BOBLEGARDIN (bubble screen)
In item 02.01.2 FH1.844A BOBLEGARDIN, letter B) Materials, the two sentences that state further technical specifications for the tube system and the compressor capacity. As a result, the indication of compressor capacity approx. 10 m³/min at 7-14 bars excess pressure is omitted from the spesification.

The post shall instead be understood and priced on the basis of the functional and technical requirements included in the item.

It is the tenderer ́s responsibility to offer and price a system with sufficient compressor capacity and other equipment to fulfil the item ́s functional and technical requirements.

2.3 Part I point C on technical and professional qualifications.
For Part I point C on technical and professional qualifications, emphasis is put on the fact that the point should not be understood as an independent qualification requirement on specific or exhaustively stated equipment when submitting the tender.

The point also does not mean that the tenderer must submit or be bound by a specific machine or equipment list as a basis for assessing whether the qualification requirements are fulfilled.

The contracting authority will, therefore, not assess whether the qualification requirements are fulfilled, or reject tenderers, on the basis of whether specific machines or tools are named in the tender offer.

Any information about the equipment in the tender will also not be seen as an exhaustive or binding statement of which equipment shall be used in the execution of the contract.

The point alone shall be understood as a regulation of the tenderer ́s responsibility for, at their own capacity or by support from other entities, to provide the necessary resources at the disposal of the contract implementation.

2.4 Deadlines
The deadline for receipt of tenders is postponed until 26 May 2026 (12:00). Updated tender deadline and any other revised deadlines are in Mercell.

3. Other conditions
All other provisions of the tender documentation remain unchanged.
This letter of change shall be read as part of the tender documentation and it will form the basis for submitting tenders.
