The Norwegian Agency for Public and Financial Management [Direktoratet for forvaltning og økonomistyring (DFØ)] c/o the Government Procurement Centre [Statens innkjøpssenter], will procure government joint contracts for the purchase of office furniture. The purpose of the procurement is to cover the government sector's ongoing needs for the delivery of office furniture. Office furniture refers to furniture and fittings for office workplaces (cubicle offices/open-plan offices), meeting rooms, group rooms, social zones, reception, archives, teaching and learning areas, activity-based workplaces, collaboration zones, creative zones, conversation rooms, etc.
The joint agreement for the purchase of office furniture is divided into two sub-areas: panel furniture and chairs and other furniture. Each sub-area is in turn divided into six geographical lots. The procurement includes a total of 12 different lots. Four of the lots (two per sub-area) are described as nationwide. Eight of the lots (four per sub-area) are geographically conditional.

There is an opportunity to submit a tender for one of the sub-areas (Panel furniture or Chairs and other furniture) or for both. Tenderers may also choose to submit tenders for one or more geographical contract areas within the two sub-areas. The same tenderer cannot be awarded two nationwide lots (National Agreements 1 and 2) within the same sub-area.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
• Norwegian tenderers: Company registration certificate
• Foreign tenderers: Verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Documentation requirement:
• A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating agency with a licence to provide such service.
Teknisk og faglig kapasitet:
Tenderers must have relevant experience from comparable deliveries as described in the tender documentation. Equivalent assignments are defined as:
• Experience with contracts of similar size
• Experience with customers with multiple delivery points.
• For tenderers submitting tenders for nationwide agreements, cf. point 3.4 Organisation of the agreement: experience with customers with a wide geographical spread.
Documentation requirement:
• Description of the tenderer's 3 most relevant contracts in the last 3 years.
The description must include information of the assignment's value, date and recipient. It is the tenderer's responsibility to confirm relevance through the description.
If a tenderer cannot refer to minimum three relevant deliveries in the last 3 years, documentation of relevant deliveries older than 3 years will be taken into consideration, however not older than 5 years.
Tenderers must have a quality assurance system relevant to the fulfilment of the subcontract for which the Tenderer is submitting a tender offer.
• Certificate for the tenderer's quality assurance system, issued by an independent body, confirming that confirm that the tenderer fulfils certain quality assurance standards, for example ISO 9001 or equivalent. The contracting authority will also accept other documentation demonstrating that the tenderer has equivalent quality assurance measures. As a minimum, a general description is to be given of the contents of the system relevant for this contract.
