Framework agreement for computer cabling services and accompanying materials

The procurement is for the establishment of a framework agreement that shall cover the MFA ́s need for engineering design services for and installation of a computer network (computer cabling) with the delivery of associated materials. There is an ongoing need for such services. Project managers and installers must carry out work in at-risk areas and in an environment with systems that require security clearance. The framework agreement shall include engineering design, computer cabling materials and equipment, and installation. One framework agreement shall be signed with one tenderer. The framework agreement will be valid for 2 years, with an option for an extension for a further 1+1 year. The framework agreement will be non-exclusive. The procurement ́s value is estimated to NOK 2-5 million excluding VAT per year, emphasis is put on the fact that this is only an estimate based on previous years and it can vary depending on need. The estimated value is not binding for the contracting authority. The maximum value of the framework agreement is NOK 25 million excluding VAT.

Documentation requirement: Norwegian companies: Company Registration Certificate or printout from the Register of Business Units for non-registration obliged individual companies. • Foreign companies: Confirmation that the company is registered in a trade or business register as prescribed by the law of the country where the company is established. The confirmation can be delivered in writing or with reference to BRIS.

Documentation requirement: - Tenderers shall enclose documentation from the Norwegian Communications Authority stating that they have authorisation. - Foreign companies: Confirmation that the company is registered in an equivalent professional register as prescribed by the legislation of the country where the company is established.

Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for collateral or better rating will be sufficient. Documentation requirement: A credit rating with key figures from a certified credit rating company or other form of documentation to demonstrate that the requirement has been met. The credit rating shall include the credit rating degree (rating) of the tenderer - typically indicated by a rating code or brief text. The assessment shall include, or be attached, an explanation on the rating code/scale of possible rating codes. The assessment shall include or be attached to: • an explanation of the code and the scale of possible codes, and • the sub-assessments that are the basis for the evaluation, and • Annual turnover. The assessment ought to be based on the last annual accounts, and should not be issued earlier than six months prior to the deadline for submitting the request for participation in the competition. The date of issue must be stated on the assessment.

Tenderers shall have sufficient experience with individual assignments or framework agreements that have included the provision of computer cabling services, including installation, engineering design and materials. documentation requirement: Description of the tenderer's three to five most relevant assignments in the last three years. The descriptions must also include the contract value, date and name of the recipient. If the tenderer was a sub-supplier for one or more of the deliveries, i.e. another company was responsible for the delivery to the recipient/customer, this shall be stated, and that the tenderer's role in the delivery is described.
